DanChurchAid (DCA) is looking for an experienced Gender Based Violence (GBV) – Programme Manager to lead our GBV activities in Cox’s Bazar, Bangladesh. Due to the nature of this position only female applicants can apply.

DCA is a Danish humanitarian, non-government and non-profit organization that has been working in Bangladesh since the 1970s. In 2017, in response to the influx of Rohingya refugees from Myanmar, DCA set up a large response operation, both self-implementing and through partners. DCA’s Rohingya Response operation now hires more than 140 full time staff, and implements in the sectors of GBV, Education in Emergencies, Cash and Livelihoods, and Site Improvement and Emergency Response. DCA has ensured recognition as one of the main GBV actors in Cox’s Bazar and is focusing on ensuring a quality programming for survivors.

The Gender Based Violence (GBV) – Programme Manager will be the technical lead on DCA’s activities within the field of GBV in Cox’s Bazar. They will ensure that interventions are technically sound, take into account international best practices, and are appropriately meeting the needs of adolescent girls and women in the targeted Rohingya sites. The GBV manager will be based in Cox’s Bazar with frequent travel to the field sites to support DCA’s 85 GBV frontline workers- often working in women’s safe spaces where only women have access.

Key duties and responsibilities
Technical Lead
  • Lead the implementation of quality GBV programming from various grants in the Rohingya Response.
  • Provide technical leadership on GBV prevention and response programming, supporting and empowering DCA staff to implement effective and comprehensive programming
  • Provide technical support on the design of services and activities in the women safe spaces and support DCA staff and partner organizations through developing training and monitoring tools
  • Develop and conduct / facilitate trainings for partners and DCA staff on relevant GBV topics
  • Provide technical support to ensure program quality, inclusive of regular technical monitoring of case management and PSS services under the program
  • Central role in technical elements of project proposal development

Programme Management
  • Ensure planned program activities are in line with the budget and executed in a timely manner
  • Work with Logistics to procure program supplies in line with program budgets
  • Work closely with the Head of Programmes and technical support in HQ to understand program goals and to meet expectations
  • Set program strategies and devise a work plan in coordination with other project managers to determine operational needs and ensure cross sectoral synergy
  • Analyze trends of GBV and develop/adjust program strategies to meet needs. Engage proactively with the GBV subsector
  • Contribute to writing of proposals for new projects
  • Ensure appropriate field monitoring and supervision of static and mobile teams
  • Identify local partners and points of service and support for individuals in need of protection assistance
  • Work in collaboration with the Protection partners to establish/reinforce appropriate community outreach and support structures as well as establish and/or reinforce referral pathways
  • Organize and lead trainings for partner organizations working in various sectors
  • Support the development of strategies for community mobilization around GBV
  • Compile monthly and quarterly reports on time and with accurate data
  • Ensure appropriate M&E system are in place for the GBV activities and supervise the data collection and analysis

Team management
  • Recruit and train GBV Program Staff to implement activities
  • Directly supervise 85 (-/+) DCA GBV team under current UNICEF, MFA-FCA and Danida projects (and future projects)
  • Supervise and mentor GBV Supervisor and other staff working for the project
  • Develop support strategies for GBV staff and volunteers and introduce principles of self-care
  • Provide technical and Programme management trainings for staff and volunteers

Coordination and Representation
  • Coordinate with UN agencies, government and NGO partners to ensure well-coordinated prevention and response activities
  • Actively participate in GBV sub-cluster and relevant task force meetings for collaboration and program planning and contribute to joint action plans
  • Work with partners and community members to monitor and strengthen referral pathways
  • Coordinate with other sector actors and working groups to ensure GBV integration
  • Work closely with other sectors and consortium counterparts to integrate program components
  • Maintain positive working relationships with all partners

Other duties as assigned by the supervisor to enable and develop DCA programs
Prevention of Sexual Exploitation and Abuse
  • Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within DCA and amongst beneficiaries served by DCA.

Qualifications
  • MSW, MA/S, MPH, or equivalent in health, social science, humanities or other related degree
  • At least 5 years of overseas experience, including substantial management experience in gender-based violence/ protection programming and at least 4 years of experience in direct service provision for survivors of sexual and domestic violence
  • Previous experience in Programme and budget management
  • Previous experience with supervising and managing a multi-disciplinary team in a cross-cultural setting
  • Previous experience in emergency preparedness and response
  • Demonstrated experience in capacity building and mentoring of national and international staff
  • Demonstrated experience in grant management and proposal writing
  • Excellent computer skills in programs such as: MS Word, Excel, PowerPoint
  • Capable of applying skills and knowledge in a range of capacities, including direct implementation, advisory functions, training and the transfer of technical knowledge and management skills to others
  • Personal qualities: Team player, flexible, network-builder, able to handle pressure well
  • Fluency in English and/or (other languages) required
