DanChurchAid (DCA) invites applications for an experienced Finance and Admin Manager (FAM) for its Syria programme. This is a non-family position, based in Erbil, Iraq and/or North East Syria as the context allows.
The main responsibility of the FAM is the overall management and coordination of all DCA finance and administration requirements in the Syria programme, in compliance with the relevant DCA procedures and manuals. You will be responsible for setting up, improving and maintaining all necessary systems and processes, as well as training and capacity building local staff in all field offices and base locations. You will report directly to the Head of Finance (HoF).
You will work in a potentially hostile and arduous environment. You will therefore need to demonstrate a positive and self-motivated attitude. Conditions in Syria require a cool head, multi-tasking ability, a great deal of flexibility and attention to detail. The main duties relating to this position are as follows:
- Assist the HoF to manage and coordinate all finance and admin activities for the Syria programme;
- Work closely with the Head of Finance (HoF) to build the capacity of the Base Managers in Syria, who are responsible for finance and admin in their locations;
- Prepare monthly payrolls and reconciliation of inter-company accounts in a timely manner;
- Ensure all expenditures are carried out in accordance with the DCA and donor requirements, and all relevant files for documentation are created, updated and maintained;
- Work closely with department heads and technical experts, manage project budgets, monitor expenditures and costs, ensure budget lines are spent in a timely and efficient manner;
- Certify and process payments, expenditures and disbursements, entering all transactions into Maconomy, ensuring that all documents are correct;
- Support the HR Manager to ensure all necessary HR related policies are in place, understood and implemented;
- Work with the HR Manager to ensure all staff have valid contracts, signed terms of reference and capacity building plans jointly developed by their managers;
- Support the development of induction processes, support staff retention and ensure all teams are well resourced and motivated;
- Work with the Head of Finance and HR Manager to build the capacity of national staff;
- Ensure staff disciplinary actions are executed in accordance with DCA staff policies and local labour laws;
- Ensure all staff and beneficiary and staff data is kept in a confidential manner and in line with GDPR;
- Any other duties, as requested by HoF.
Additional responsibilities include:
- Contribute to culture of excellence, continuous improvement and performance optimization across all projects;
- Work in accordance with DCA values and humanitarian principles;
- Maintain effective working relationship with other members of the programme;
- Be a role model for diversity and inclusion, as well as a positive role model for contributing to the team spirit.
Applicants must have the following qualifications and experience:
- A minimum of 3 years of INGO work experience in finance and/or administrative roles;
- Tertiary level education in a finance related field is an asset;
- Strong experience as a manager, and national mentor and capacity builder is essential;
- Understanding of the humanitarian principles linked to NGO field and operations contexts;
- Regional experience strongly preferred;
- Work experience in remote and insecure field locations;
- Strong leadership, team building and communication skills;
- Flexibility and cultural awareness and sensitivity;
- Computer literacy essential including proficiency in Excel, Word, Power Point, etc.;
- Fluency in written and spoken English is essential. Knowledge of Arabic would be advantageous.
