Overall purposes of the role:
The Education Programme Manager is responsible for managing the technical and operational development DCA’s Education in Emergencies (EiE) programme in Bangladesh, including its strategic direction and quality assurance. The Education Programme Manager will oversee the planning, implementation, monitoring, and reporting of a large EiE portfolio that targets adolescent and youth in the Rohingya refugee camps and host community in Bangladesh. The Education Programme Manager plays an active role in coordinating with the other sectors in the DCA Bangladesh Country Office, to ensure a joint, proportionate, and effective response.

Team Management
- Lead the overall management of the Education Programme staff
- Ensure timely and transparent recruitment of Education Programme staff
- Develop the technical and operational capacity of education team and transfer of key skills to ensure professional growth
- Oversee regular performance reviews and evaluations
- Ensure compliance and adherence to DCA policies, education tools, handbooks, and guidelines
Program Implementation
- Coordinate and manage the design, plan, quality implementation, and reporting of education programs with simultaneous consideration of longer-term needs within agreed timeframes, budgets, and donor requirements
- Develop the education strategy, technical SOPs, and Macro LFAs
- Develop and manage Education project budgets
- Responsible for the development and management of education funding proposals, project budgets and donor report according to DCA’s guidelines and donor requirements
- Oversee the continuous assessment and monitoring of the program implementation
- Support education-related research initiatives, needs assessments, evaluations, and ensure findings are shared and integrated into program planning
- Oversee the accurate, timely, and high-quality monthly, quarterly, and annual reporting, and contribute to project and organization ad hoc reports as needed
Technical Development
- With support from the Education Technical Advisor, implement technical direction and ensure high technical quality of projects
- Oversee the design of the various curricula (literacy and numeracy, life skills, skills development) in line with Education Sector and government standards
- Support the design, contextualization, and delivery of systematic trainings for the education team and Education Sector partners
- Ensure gender mainstreaming and child protection is integrated into program design and implementation
- Identify EiE trends, technical standards, and donor priorities
Strategic Partnerships and Advocacy
- Coordinate with local and international NGO partners, with education and other relevant sector/cluster partners, with relevant UN agencies, local government, and affected communities to plan, organize, and implement activities
- Represent DCA in relevant forums/sectors/working groups
- Promote the rights of refugees and ensure adherence to humanitarian principles
- Lead the development of education advocacy messages
- Participate in the planning of the Joint Response Plan, Global Education Cluster strategy development, and broader strategic planning within the Education Sector
- Support in designing new funding applications from an education perspective
Organizational Cooperation
- Contribute to strategic planning and execution, annual planning, and budgeting for DCA in Bangladesh, including Theory of Change process
- Participate in regular team and senior management meetings
Professional and technical competencies
- Minimum 5 years’ experience overseeing multiple EiE projects in a humanitarian context, experience with UN donor requirements desirable
- Knowledge of INEE Minimum Standards for Education in Emergencies, Child Protection in Emergencies and/or Psycho-Social Support
- Technical expertise (curriculum development and revision, quality teacher professional development, accelerated education programs)
- Capacity to develop and facilitate trainings for participants from various backgrounds
- Ability to support on-the- job capacity building
- Knowledge of the UN and IASC cluster system
- Knowledge and understanding of the complexity related to emergency and refugee situations
- Advanced university degree in education or other relevant educational background
- Fluency in English, both written and verbal
