YOUR ROLE Your position involves management responsibility for 24 highly skilled professionals, a third of which are working abroad from our MENA regional office in Tunis and project set ups in Morocco and Ethiopia.

Projects in your department are implemented through the National Human Rights Compliance Programme and tend to be large, long term, with complex management set-ups (i.e in consortia, multi donor pool funds, regional and/ or global) and demanding donor requirements (mainly service contracts).

You appreciate the value of anchoring project work in institutional concepts and methods and seek to expend and build on the virtuous learning relationship between projects, analysis and research.

Your own professional skills – in e.g. state actor partnerships and human rights, programming in a development context, strategizing and management – will be challenged and nourished on a daily basis.

You will become a part of a dynamic team and will bring strategic vision to the department´s work with capacity development in regard to national human rights institutions (NHRIs) and governmental human rights focal points, the human rights and tech agenda, migration and youth and strategic agenda setting on the catalytic role of state actors in national human rights systems.

As department director you will be responsible for consolidating the country presence including the newly established MENA regional hub in Tunis, a recent development that will require structuring and close up management attention.

As a manager, you create a supportive and collaborative working culture in the department, inclusive of colleagues abroad. You appreciate your team´s expertise and can contribute your own.

As department director, you are also part of the international division management group referring to the head of the international division at the Institute.

ABOUT THE DEPARTMENT The Human Rights Capacity Department works to strengthen human rights internationally. The department cultivates partnerships with state actors with a human rights mandate including governmental human rights focal points and national human rights institutions (NHRIs) and supports them to fulfil their mandates and ensure human rights implementation.

The department also supports the Institute’s international division in monitoring, evaluation, learning and training (in short named MELT). The MELT unit collaborate widely across the house including on questions of on-boarding, implementation of qualitative monitoring methodologies in particular outcome harvesting, theory of change and adaptive programming. You will also support the development of the house´s vision in terms of digital learning tools and training.

YOUR QUALIFICATIONS, EXPERTISE AND EXPERIENCE
  • Master’s degree in international development, law, public administration or similar
  • A minimum of 15 years of experience in the field of human rights, good governance, rule of law and development
  • Experience in capacity development and project management of state actors with a human rights mandate in developing countries
  • First-hand knowledge and experience of the international and regional human rights systems
  • You are highly skilled with solid documented experience in fundraising and administration of larger donor funds including EU, SDC, DAPP projects
  • Ability to build partnerships, build trust and adapt to different country situations and stakeholders in an international context
  • Formal management training
  • Significant experience in personal and administrative management as well as project management
  • You practice and understand management of highly skilled knowledge staff, also having experience in managing long-distance teams with diverse backgrounds
  • An ability to translate policies, norms and standards into practice
  • Strong communication skills
  • Living and working experience from different countries, including developing countries
  • Languages: English is indispensable (working language). Understanding Danish is highly preferable. Arabic and/or French are a strong asset. Spanish is an advantage.

SALARY AND CONDITIONS OF EMPLOYMENT The position is a fulltime position with duty station in Copenhagen and with expected international travel. Salary is at “chief advisor” level with the possibility to negotiate individual supplements in accordance with the Collective Bargaining Agreement.
