We are looking for an experienced, visionary, and dynamic individual with a good understanding of development/nexus programming, a combination of global level outlook and documented field experience to fill a position (maternity cover) as Resilience and Climate Advisor.

The position sits with the Policy, Advocacy and Learning (PAL) Unit of DCA International Department reporting to the Team leader for the Advisory Team, and as an integral member of several cross-thematic functional teams. Daily you will work with a wide range of skilled colleagues from across DCA in Denmark and our 19 country offices, always seeking to maximise and leverage the combined knowledge and skillsets.

The overall goal of our unit is to ensure that DCA maintains its abilities as a relevant, knowledgeable, innovative and consistent organization that delivers high quality interventions in pursuit of our international goals; Save Lives, Build Resilient Communities and Fight Extreme Inequality.

As our new colleague we shall look to you to help us strengthen our understanding, approaches, methods, and tools across the DCA range of proven resilience activities. We would like you to help us continue to improve our resilience work through clarifying and strengthening the links between e.g., climate change adaptation, environmental safeguarding, livelihoods, agroecology and disaster risk reduction – because we aim at combining efforts to achieve environmental, social and economic resilience. We would also like you to make sure that the effects of climate change are increasingly considered in our programming, to truly conceptualise and operationalise Climate Action as a cross-cutting commitment.

You will be involved in a number of interesting processes including developing research and documentation to take stock on the DCA international strategy and prepare for the next strategic period, improving the development of cases and concepts to support new programming, positioning and fundraising, furthering the DCA approach to resilience and strengthening links between the humanitarian, development and mine action disciplines of DCA.

Responsibilities and Tasks include;
  • Lead the operationalization of Climate Change Mainstreaming as a DCA cross cutting commitment. This will be based on a recently developed climate mainstreaming tool, internal DCA learning processes and an internal mapping of donors’ environmental and climate mainstreaming requirements. Focus is expected to be on
    • Support to country programming processes and project development (integrating DRR, environmental protection, climate adaptation and mitigation, resilience dimensions)
    • Operationalisation and adjustment of Social and Environmental Risk Screening and management systems
    • Operationalisation and adjustment of climate vulnerability and capacity assessment tools
    • Climate related Rio Marker budget and expenditure analysis of projects 2021 and support to roll out for CO level Rio Marker tagging and analysis of projects.
    • Support operationalisation of resilience diagnostic tools/ M&E methodologies to measure vulnerabilities and assess progress/impact of resilience building interventions

  • Regular analysis of environment andclimate finance trends with relevance for DCA programmes with GPRM advisor, support project formulation and accreditation/fundraising process towards accessing environment/climate finance
  • Act as DCA climate focal point and representative in various working groups, networks and community of practices
  • Initiate and manage research and learning processes, compilation and synthesis of experiences and lessons learnt from past and present climate related projects, namely DRR, resilient livelihoods and mitigation co-benefits to support new programming, positioning and fundraising.
  • Facilitate the development of learning resources and management of learning platforms, incl. the Community of Practice on Climate Change.
  • Support the work of the DCA Innovation Advisor including in engaging with relevant projects and recipients of the DCA Innovation Fund. This includes lead the Sustainable Energy innovation process in collaboration with Country Offices and Private Sector Engagement advisor
  • Support implementation of internal climate policy with the Climate Community of practice and chief advocacy advisor. Lead internal DCA GHG accounting and assessment of climate impact of interventions
  • Technical support to Climate Compensation project and climate resilience innovation project on resilience and food systems on GHG accounting.
  • Ad hoc tasks

Requirements
  • 10 years proven experience in working with Resilience, Climate Change and/or related community centred programming.
  • Proven experience in an advisory role, or programming role, preferably both.
  • Experience supporting programme work with partners from the global south an advantage, and particularly experience from working in a field location, country or regional office.
  • Working knowledge or experience of applying a human rights-based approach to nexus programming.
  • Cultural sensitivity, strong communication and diplomatic skills, with the ability to build relations both within and outside DCA.
  • Ability to lead informally and motivate colleagues from various technical backgrounds as well as a strong drive and commitment to getting the job done.
  • A relevant tertiary academic education at Master level and fluency in English – oral as well as written. French in addition will be an advantage.
  • Duty travels between 2-5 weeks (depending on Covid-19 restrictions).
