Are you passionate about providing support services to project implementation, and do you want to lead the establishment of a new shared support services hub in one of worlds’ leading INGO’s?

Who are we?

Danish Refugee Council, one of the world’s leading humanitarian NGOs, is looking for an experienced Head of Support Services to lead a newly established Shared Support Hub (Shared Service Center) placed in our global HQ in Copenhagen. You will be accountable for the establishment and leadership of the hub, and play a critical role in leading the establishment of clear divisions of labor between the hub and implementing departments.

The hub provides Operational Finance, Grants Management, and Supply Chain services to projects implemented in Denmark and global projects delivered from our HQ. The Shared Support Hub is based in the Strategy, Programme & Learning (SPL) Department, from which most global grants are delivered.

About the job

While most grants in DRC are implemented across 40 countries internationally, the organization also has a significant project portfolio implemented inside Denmark (DRC Integration), as well as a number of global projects implemented from HQ. The HQ Shared Support Hub is established with the objective of improving and standardizing support services provided to line managers and project managers who are implementing projects in HQ and Denmark.

This will be done by standardizing processes in accordance with newly agreed global workflows and accountabilities within Finance, Supply Chain, Grants Management, HR and IT as also implemented in the international operations. As the Head of Support Services (HoSS), you will manage a Finance, Grants and Supply Chain teams and oversee HR and IT services delivered through Service-Level Agreements (SLAs). The Shared Support Hub will provide these support services to DRC Integation, to the units under the SPL Department and to the division of the Humanitarian Surge Capacity. All department supported by the Hub are placed in Denmark, which means that travelling will be limited in this role. The Head of Support Services will report to the Director for Programme in the SPL Department.

Your main duties and responsibilities will be:

  • Oversee the establishment of the new Shared Support Hub


  • Management of managers and direct staff: Lead the Team Lead for Finance, the Team Lead for Grants Management, and the Supply Chain staff (including people planning, performance, well-being and development)

  • Accountable for ensuring and overseeing that the Support Hub and Implementing teams operate in accordance with DRC’s global guidelines; i.e. the Operations Handbook

  • Negotiate, establish, and monitor well-functioning service level agreements with HQ support departments where appropriate

  • Responsible for the strategic development, management, and implementation of the support operations

  • Lead and support annual planning, budgeting and review processes


  • Liaise with managers of implementing teams and ensure the Support Hub provides relevant and timely services

  • Liaise with managers of implementing teams to ensure maximal direct cost recovery on projects


About you

To be successful in this role we expect you to have experience with Shared Services. Preferably from a country operation, but you might also have been responsible for Shared Services in a global organization. All employees should master DRC's core competencies: Communicating, Taking the lead, Collaborating, Striving for excellence and Demonstrating integrity.

  • Excellent leadership skills

  • Competencies demonstrating an inclusive, inspiring, and motivating leadership style, always striving to empower, motivate, and develop your team, while also seeking inspiration from others and consulting with colleagues

  • Good communication and stakeholder management skills

  • Prior experience leading larger-scale organizational changes


  • High degree of emotional intelligence

  • Solid understanding of financial management, procurement, and tender processes

  • Good understanding of grants management processes

  • Full professional proficiency in English


Desirable

  • Understanding of DRC’s international, institutional donors (i.e. ECHO, Danida, US, UN etc.)

  • Full professional proficiency in Danish is desirable

  • Working experience from an NGO is an advantage


We offer

Contract length: Permanent

Start date: ASAP/December 2023

Workplace: Copenhagen (DRC HQ)

Salary and conditions will be in accordance with the agreement between DRC and Lederaftalen between Dansk Arbejdsgiverforening og Lederne (agreement for managers), which can be found here: www.lederne.dk. This is contractually a national position for which local terms and conditions apply. Our work conditions include, amongst others, a fair salary, fully employer paid pension contribution, six weeks of paid leave per year and flexible working hours.
