DCA-NCA is recruiting a new Head of Development Programme for our Myanmar Country office.
Who are we?
In Myanmar we work to save lives through humanitarian action, build strong and resilient communities, and fight injustice and inequality.

Through a joint office and country programme, DanChurchAid (DCA) and Norwegian Church Aid (NCA), support local and national civil society in their work for human rights, development and resilient communities.

About the job
The Head of Programme manages the Development Programme Unit in Yangon and coordinates closely with the Deputy Head of Programme (Development), Head of Finance and Head of Humanitarian Programme to:
  • Ensure the Myanmar Country programme portfolio is executed on time, on budget and delivers the expected outputs, outcomes and impact.
  • Ensure that our strategies are relevant and in line with local needs.
  • Ensure a strong and consistent technical delivery of all projects, particularly around livelihoods, gender, civil society development and human rights.
  • Ensure support to fundraising and proposal development for donors.
  • Ensure DCA-NCA maintains and builds strategic relations with our current and potential partners and other key stakeholders.


The Head of Programme (Development) role is based in Yangon, with regular travel and field visits as a key part of the role.
The position reports directly to the Country Director and has a key role on the Management team.
Specific duties and responsibilities
The duties include, but are not limited to the following:
Programme strategy and delivery
  • Ensure that our multi-year country program strategy remains relevant and appropriate.
  • Ensure that appropriate systems for strategy and project delivery are established and maintained, incl. accountability to various global and donor-specific commitments.
  • Support and guide staff in the implementation our thematic strategies (human rights, livelihoods/resilience, and gender).
  • Ensure quality and effective implementation of all development projects.
  • Provide overall support and guidance to our 18+ local partners with a strong focus on organizational development and accompaniment.

Lead, motivate and develop staff
  • Lead and manage the programme development team consisting of 11 staffs.
  • Manage our capacity-building initiatives with all staff and partners.

Build relations and mobilise resources
  • Proactively engage donors and partners to increase our influence and resource mobilisation.
  • Guide and support the development team (incl. the global funding officer) in proposal development and fundraising.

About you
To be successful in this role the ideal candidate has:
  • Min. 7 years’ experience, preferably working on community empowerment, human rights/protection, livelihoods and resilience. Experience working with local partners a significant advantage.
  • Min 5 years management experience, of which at least 3 should include management of a portfolio of programmes across multiple sectors and donors.
  • Experience from Myanmar and/or South East Asia a significant advantage.
  • Experience of managing a team of national staff.
  • Good understanding of key development methodologies, such as Participatory Rural Appraisal and rights-based approach.
  • Documented experience setting up MEAL systems and managing research desirable.
  • Strong experience mobilising resources with key donors (EU, DANIDA, NORAD, USAID, UN).
  • A natural ability to think in terms of systems, compliance and structure.
  • Proven experience of representing externally to key stakeholders, including donors, embassies and clusters.
  • Experience of leading strategic programming and planning processes, incl. the use of Theory of Change.
  • Team player with excellent communication and strong participatory leadership skills

We offer
DCA will offer the successful applicant a 24 months contract renewable dependent on both funding and performance. We are looking for a candidate as soon as possible.
