Antimicrobial resistance (AMR) and in particular bacterial resistance to antibiotics is an urgent public health problem that is causing an estimated 1.3 million annual deaths globally. Its response has gained traction on the global political and public agendas in recent years. Using the Global Action Plan on AMR as a blueprint, 140 countries have developed National Action Plans (NAPs) for the mitigation of AMR in 2021. This is a significant achievement and a sign of increasing awareness about the threat of AMR as the next pandemic. However, only 32 countries (including only 7 LMICs) are actively implementing and monitoring their NAPs.
Born out of a dialogue between the Danish Government and the World Bank, the International Centre for Antimicrobial Resistance Solutions (ICARS) became a self-governing organisation in November 2021. ICARS further launched its first projects in 2021 with a mission to develop evidence-based, context-specific solutions to mitigate AMR across the human, veterinary, agriculture and environment sectors taking a One Health approach. Working in partnership with LMICs, Quadripartite Agencies on AMR (FAO, OIE, UNEP and WHO), and other stakeholders, ICARS uses Intervention and Implementation Research to support LMICs in implementing their National Action Plans on AMR.
ICARS now seeks to appoint its first Executive Director to lead the organisation through its next stage of development. This is a critical time for AMR and ICARS and the Executive Director will take the lead in setting the strategic direction ensuring ICARS becomes independently funded and grow significantly to become a critical player in the global AMR response architecture. ICARS will significantly expand its outreach and research projects and the Executive Director will be a driver of this growth and oversee significant change and opportunity.

The position is based at Statens Serum Institut in Copenhagen, Denmark. You will be employed on an individual contract that follows Medarbejder- og Kompetencestyrelsens current circular on the framework agreement on contract employment of managers in the state with salary classification according to group 2. We offer a 4 year contract with the possibility for extension.

Growth and Strategic Direction
- Ensure strategic direction. Develop and execute ICARS strategy, in partnership with the Board of Directors
- Take ICARS to the next level by developing ICARS into a critical global player in the response to AMR response
- Fundraise by securing resources from governments, charitable foundations, philanthropists, businesses and industry in order to secure the long-term success of the organisation;
Representation
- Promote the aims, standing, and interests of ICARS to external stakeholders and the public;
- Maintain effective and influential relationships with key stakeholders in governments, multilateral organisations such as the UN and OECD, professional bodies, and other organisations which contribute to the achievement of the ICARS’ objectives;
- Be an advocate for ICARS and promote its activities globally.
Management and Operational Delivery
- Lead a highly effective staff through inspirational leadership
- With the support of the Scientific Director set the scientific direction for ICARS
- With the support from the Director of Operations continue to develop ICARS so that the organisation is a trusted partner, dynamic and fit for purpose with the necessary structures and systems.
- With the support from ICARS staff ensure that ICARS deliver first class results with projects and evidence to scale best practises to national scale in LMICs;
- Ensure that the ICARS finances are well managed in accordance with legislation and that proper safeguards are maintained.
Person Specification
The ideal candidate will be able to evidence:
Experience
- A doctoral qualification in a relevant field;
- Understanding of the challenge of antimicrobial resistance including One Health related issues;
- Previous experience in “taking an organisation to the next level” in terms of growth and global outreach.
- A proven track record of developing partnerships and securing funding;
- Demonstrated ability to oversee operational and governance functions including working with boards;
- Strong experience in external networking, lobbying, and representation of an institution;
- Demonstrated experience and ability to engage and influence a diverse range of stakeholders;
- Experience working with or in LMICs;
- Experience in managing budgets of relevant scale;
- A sound awareness of and deep interest in science, science policy, and science
- funding.
