Who are we?
The post will be in the Division for Effectiveness, Knowledge and Learning where we provide global leadership in DRC on all aspects of Monitoring, Evaluation, Accountability and Learning (MEAL). We specifically manage the evaluation function for DRC, and lead on DRC’s commitment to the Core Humanitarian Standard (CHS) and the International Aid Transparency Initiative (IATI). Through our work we contribute to DRC’s programmes to be more accountable and therefore more effective. We are a diverse team that is based in Copenhagen but also other DRC offices.
About the job
The Global Advisor, AAP, will provide global technical leadership for DRC’s commitment to Accountability to Affected Populations within the framework of the Core Humanitarian Standard and DRC’s organisational principle of ‘Be Accountable’. Placed in the division for Effectiveness, Knowledge and Learning, where a number of the CHS commitments converge, it is part of the global Monitoring, Evaluation, Accountability and Learning (MEAL) technical portfolio. As part of the MEAL team, the advisor will work across all departments and layers of the organisation, including advising and guiding senior and executive management on AAP matters.
Your main duties and responsibilities will be to:
- Lead conceptually on DRC’s commitment to AAP, and convene HQ departments, regional and country offices around relevant thematic areas
- Provide strategic direction on AAP to global policy
- Lead DRC’s efforts to maintain CHS certification, in particular organizational anchoring commitment to CHS audits and CHS action plans
- Lead or contribute to policies, strategy, resources, tools and guidance to support the mainstreaming of appropriate and effective AAP practices across DRC and with partners
- Participate and represent DRC in CHS Alliance, HQAI and other relevant industry groups, including in fora related to the Interagency Standing Committee (IASC) and the Grand Bargain, within the area of AAP
About you
To be successful in this role we expect you to come with a strong passion for AAP, demonstrated also by your previous work. We need you to be a strong advocate for accountability to people, standing on solid knowledge of and experience in AAP in the humanitarian and/or displacement field. We would like you to be a good communicator and be able to convey complex global commitments and positions clearly and compellingly to a diverse workforce in DRC, including at the executive level.
All employees should master DRC's core competencies: Communicating, Taking the lead, Collaborating, Striving for excellence and Demonstrating integrity.
Moreover, we also expect the following:
Required
- Social science master’s degree in a relevant field. A bachelor’s level university degree may be accepted in lieu of a master’s degree depending on the candidate’s experience.
- Five to seven years practical experience in relevant fields (including MEAL). Mastery of up-to date knowledge on AAP and the CHS.
- Proven ability to listen to different perspectives yet be vocal about institutional and system-wide commitments.
- Skills in coordination and communication at the global and conceptual level.
- Ability to navigate institutional processes and structures and manage required tasks such as project management.
- Able and willing to travel for up to 30 days per year and operate in a physically demanding working environment when travelling.
- Fluent English.
Desirable
- Field experience in the implementation of accountability systems (e.g. Feedback and Complaints Response Mechanisms, Communication with Communities, participatory approaches).
- Experience in managing CHS audit processes in an international NGO.
- Demonstrated ability to work independently as part of a small team and to form close working relationships with colleagues from a diverse range of backgrounds while working with colleagues in different locations through remote channels.
