DanChurchAid (DCA) invites applications for a Procurement and Logistics Officer (PLO) for the Libya programme. This is a non-family position based in Libya.
The DCA Libya programme is a growing programme with wide-ranging activities including the clearance of explosive hazards, survey, risk education, NFI distribution and psychosocial support. The programme has an administrative office in Tunis as well as offices across Libya from where projects are implemented.
As the PLO for Libya you will refer directly to the Head of Finance and be responsible for the overall logistics/procurement management for the programme’s projects. You will be responsible for the capacity building and mentoring of national Prolog staff, in compliance with the DCA Procurement and Logistics Manuals. You will also act as the day-to-day focal point for all issues related to the management of the office stores, fleet management and asset management. The PLO will also work closely with international experts to ensure the items and equipment required and budgeted for by their projects are purchased and transported in a timely and efficient manner.

Main technical tasks and responsibilities include:
- Manage and coordinate all procurement and logistics activities in the DCA Libya Programme;
- Ensure all procurement is carried out in accordance with the DCA procurement manual and donor requirements, and procurement related files for documentation are created, updated and maintained;
- Capacity build national Prolog Officers;
- Prepare and update procurement plans, prepare, launch and implement tenders in cooperation with procurement committee, both locally and internationally, and as per DCA and donor procurement rules
- Ensure proper fleet management and maintenance;
- Ensure offices, guesthouses, safety equipment, assets and vehicles in Libya are fully functional;
- Coordinate staff movement between bases, in close coordination with the Operations Manager and Security Advisers.
- Ensure correct store and asset management.
- Ensure prolog needs are considered during the development of new proposals;
- Work closely with Head of Finance and Operations Manager to ensure items and equipment required and budgeted for by their projects are procured and transported in a timely and efficient manner;
- Send a monthly report to the Head of Finance covering all aspects of logistics/procurement;
- Any other duties, as requested by the Head of Finance.
Additional responsibilities include:
- Develop and maintain effective working relationship with other members of the programme to ensure maximum impact for beneficiary communities;
- Ensure relevant induction of programme staff into DCA ProLog policies and procedures;
- Represent DCA in ProLog technical working groups and other relevant coordination bodies in Libya;
- Contribute to a culture of excellence, collaboration, continuous improvement and performance optimization across all projects;
- Be a role model for diversity and inclusion, as well as a positive role model for a collective and collaborative team spirit.
We are looking for the following qualifications and experience:
- University degree in a field related to procurement and logistics or an equivalent level professional qualification in procurement and/or logistics;
- Minimum 3+ years of previous experience working with an INGO in the field of procurement and logistics, in an international and preferably conflict or post-conflict setting;
- Previous experience of working in the field of humanitarian mine action desirable;
- Experience of working with large international donors is an advantage
- Proven skills in training, mentoring and capacity building of national staff;
- Ability to coordinate multiple projects simultaneously;
- Ability to evaluate data and courses of action to reach logical, pragmatic decisions;
- Ability to maintain flexibility in an environment where change or revision to projects and planning is regular;
- Ability to fit well within a team;
- Must be a native Arabic speaker with good spoken and written English language.
- Excellent knowledge of computer programmes regularly used for procurement and logistics;
- Working experience in Middle East or North Africa is an advantage;
- High level of autonomy and willingness to spend time in field locations.
