ICARS is looking for an Programme Officer/Manager with a legal background to support our work in developing research projects in LMICs and the further development of ICARS as an international organization and workplace.

The International Centre for Antimicrobial Resistance Solutions (ICARS) is a young organization with a mission to develop evidence-based solutions to mitigate antimicrobial resistance (AMR) in low- and middle-income countries (LMICs). Working in partnership with LMICs, ICARS uses intervention and implementation research to support the countries in implementing their AMR National Action Plans. About the position

As our new Programme Officer/Manager, you will be part of the Resources and Compliance Team which provides supporting services for the organsiation in its work with partners in low- and middle-income countries to develop and implement research projects on AMR-mitigation and generally the running of ICARS as an international organisation. You will refer to the head of the team and as part of the legal team you will contribute to the supporting services, including developing grant agreements other legal agreements, policies and implementation guidelines. Your collaboration will also include direct contact with partners in LMICs. The tasks will be a combination of developmental and operational work. The roles hold great potential for candidates who are ready to take on broad responsibilities and would like to broaden their knowledge of international legal challenges.

Furthermore, you will work with the colleagues in the team and across the organization on legal matters related to running and developing ICARS as an organization and workplace, data protection, company insurances and policy development and implementation in other areas.

Your main tasks will include:

  • Developing grant agreements for ICARS projects in close collaboration with relevant staff including input from scientific advisors and finance managers.
  • Developing other contracts related to ICARS work, including for instance contracts with subject matter experts providing expert input to our projects.
  • Supporting our project teams on other legal and administrative questions related to project development and implementation.
  • Supporting the development of memorandum of understandings and collaboration agreements with LMICs and partnering institutions.
  • Managing ICARS insurances in terms of policy portfolio negotiations and claims management
  • Advising on other legal aspects of running ICARS as a workplace, including data protection related issues.
  • Providing legal and policy advice as needed.

Your background, professional and personal qualifications

We are looking for a Programme Officer/Manager with a legal background (degree in law or similar) with a broad interest in legal issues in relation to international cooperation, internal policies. It will be considered an advantage, if you have relevant experience from previous jobs, but newly graduated candidates are also welcome to apply.

Professional skills

  • Demonstrated strong legal skills and broad legal knowledge.
  • Experience in preparing meeting material and policy-briefs for seniority levels.
  • Experience from working in public administration, international organisations (IGOs or NGOs) or self-governing institutions will be considered and advantage.
  • Knowledge of Danish law related to running an organisation and workplace in Denmark will be considered an advantage.

Personal qualifications

  • Excellent organisational skills with demonstrated ability to successfully manage competing priorities.
  • Evidence of ability to multi-task and manage a fluctuating and at times heavy workload.
  • Strong collaboration skills and ability to build strong relationships with internal and external stakeholders.
  • Attention to detail.
  • Proficiency in English (English is our working language)
  • Demonstrated interest in international collaboration and organisations.
  • Knowledge of Danish will be considered an advantage as official documents from Danish institutions, and contact with them, as well as dealing with other Danish regulative matters, are often part of the tasks covered by the position.


Terms of employment
We are offering a full-time position available as soon as possible.

We are based at Campus Statens Serum Institute in Copenhagen where the position is located.

Salary and appointment terms will be based on the collective agreement between the Danish Ministry of Taxation and relevant agreements, depending on the candidate’s educational background. Depending on the candidate’s academic qualifications and experience we expect the positions to be classified at the level of either “head of section” (“fuldmægtig”) or “special consultant” (“specialkonsulent”).
