Oceana seeks a marine policy advisor to be part of our European Policy Advocacy team, to lead and finalise a campaign on transnational marine protection in the Baltic Sea. This project involves two components:

1. Policy work to advance the protection of the Quark (shared between Finland and Sweden), and of the Sound (shared betweedn Denmark and Sweden), building on Oceana's previous research and policy work in these areas.

2. Organisation of an event to release the report from an at-sea expedetion that documented marine biodiversity in the Quark.

This position is expected to start 09/09/2019 or as soon as possible tehreafter and will finish 31/12/2019. The work will be carried-out in close cooperation with other Oceana staff in Europe.


Duties/Responsibilities:


The successful candidate will be responsible, in collaboration with other members of the Oceana team, for leading and finalising our campaign aimed improving marine protection in the Baltic Sea via transboundary marine protected areas (MPAs). The work focuses specifically on the Sound and the Quark, where there is a real opportunity to develop marine conversation across international borders, building and existing knowledge and interest about imporance of these areas. The position involves carrying out policy work with local authorities and national governments in Denmark, Finnland and Sweden to drive the process of protections forwards.


The candidate will
contribute to Oceana's broader European campaign plans and successfully achieve project goals. Specifically, she/he will:

  • Engage in active and direct policy work with local and national authorities in Denmark and Sweden, to advance the declaration of the Sound as en MPA.
  • Engage in policy work with local and national authorities in Finland and Sweden, to lay the basis for the process for establishing a transboundary MPA in the Quark.
  • Organise and participate in an event to release a report from the at-sea expedition in the Quark.
  • Organise and/or participate in other meetings as required.
  • Represent the organisation publicy, and build relationships with the key policy makers, legislator and other stakeholders, often at senior levels.
  • Produce factsheets, policy papers, letters and other materials as required.
  • Keep track of relevant policy procceses and develop compelling messages for non-technial audiences.

Qualifications:

  • The succesful candidate will have a degree in marine science or other relevant discipline and experience in policy campaigns, preferable in marine conservation in the Baltic Sea.
  • The position requires:
  • A passionate advocate for the Baltic Sea, with experience in the development and delivery of environmental policy.
  • Strong communication skills, both written and spoken. Candidates must be fluent in written and spoken English and Swedish. Danish or Finnish is a plus.
  • The ability to handle large volumes of information and to translate scientific data and findings into policy advice.
  • A broad understanding of governmental processes and of national, European and international legislation on marine conservation and protected areas.
  • Strong teamwork skills, as Oceana is an international, multicultural NGO, and the position involves regular teamwork with staff from Oceana's European offices.
  • An ability to produce high-quality written content for publication on behalf of the organisation.
  • Excellent networking skills and the ability to cooperate and participate in discussions with a variety of stakeholders, including government decisions-makers, public administraions, industry and other NGOs.
  • The ability to work under tight deadlines, and to maintain secrecy and confidentiality when working with sensitive information.

Additional Information

The post is for 5 days/week, until the end of 2019. Travel within the Baltic Sea region will be required.
