DanChurchAid (DCA) invites applications for an experienced Explosive Hazard Risk Education Coordinator (REC) for its Syria programme. This isa non-family position, based in Erbil, Iraq, and/or North East Syria as the context allows.
The REC’s main responsibility is to manage, coordinate and ensurequality of all DCA Explosive Hazard Risk Education activities in North East Syria (NES) and introduce, where applicable Community Liaison and Non-Technical Survey programming. You will work closely with a national Explosive Hazard Risk Education Officer, and be responsible for his/her training, capacity building and mentoring. Together, you will recruit, train, task, monitor and evaluate 10 Risk Education teams throughout NES, and evaluate, improve and introduce new methodologies and materials, relevant to the current context and need. In these tasks, you report directly to and are managed by the Operations Manager.

You will work in a potentially hostile and arduous environment. You will therefore need to demonstrate a positive and self-motivated attitude. Conditions in Syria require a cool head, ability to multi-task and work under tight deadlines, a great deal of flexibility and a good sense of humour. The main duties relating to this position are as follows:
  • Develop, plan, implement, monitor and evaluate all DCA RE, Community Liaison (CL) and Non-Technical Survey (NTS) interventions in NES in close collaboration with DCA’s national RE Officer;
  • Retrain and Train RE/CL/NTS teams;
  • Develop and update country-specific RE and NTS SOPs for NES, in line with DCA Generic Standard Operating Procedures (SOPs), and International Mine Action Standards (IMAS);
  • Prepare and implement structured capacity building plans and training packages on RE, CL and NTS;
  • Prepare and update new RE materials for NES, tailored to the local contextand current needs and in accordance to DCA GSOP and IMAS;
  • Ensure RE and NTS activity reporting is accurate and timely, in close collaboration with the programme’s data management staff;
  • Develop and maintain, in close cooperation with the Information Management Officer, data collection and data analysis tools and systems aimed at ensuring regular and quality impact monitoring;
  • Undertake technical assessments and surveys of RE/NTS/CL needs and gaps and advice on strategy, methodology and implementation;
  • Produce project reports and case studies, and provide input to the CD and Operations Manager for the design and preparation of new project proposals;
  • Work in close coordination with the OM and the clearance team to ensure that NTS and CL aspects are considered at the planning and prioritization phases;
  • Work in close coordination with other departments in the programme to ensure a coordinated response to the humanitarian needs on the ground;
  • Actively mainstream protection and gender in all RE/NTS activities, and assist the programme to ensure all work is aligned with the Core Humanitarian Standards and relevant SDGs;
  • Represent DCA in all relevant coordination bodies;
  • Closely coordinate with the Protection Working Group and other mine action actors on the request of the OM to ensure DCA RE/NTS activities and interventions are coordinated and timely;
  • Any other duties, as requested by the OM.

Applicants must have the following qualifications and experience:
  • University degree in education, conflict studies, development studies, social sciences, or relevant experience in positions of progressively greater responsibility in conflict/post-conflict settings;
  • At least 5-10 years of relevant experience in similar positions;
  • Extensive practical knowledge and hands-on experience of explosive hazard Risk Education, Community Liaison and Non-Technical Survey is a requirement;
  • Thorough understanding of IMAS and IMSMA a requirement;
  • Proven experience in developing national SOP and technical guidelines;
  • Proven experience in developing and delivering RE/NTS/CL training packages;
  • Sound knowledge of data analysis, GIS and mapping systems;
  • Certified EOD level I and II would be regarded as an advantage;
  • Experience providing leadership, supervising staff, managing multiple complex projects portfolio;
  • Proven coordination and liaison skills, with the ability to coordinate several projects simultaneously;
  • Ability to maintain flexibility in an environment where change or revision to contexts, projects and planning is regular;
  • Working experience or a developed knowledge of working in Middle East desirable;
  • Computer literacy essential including proficiency in Excel, Word, Power Point, etc.;
  • Fluency in written and spoken English is essential. Knowledge of Arabic would be highly advantageous.
