Job Requirement
Education: Master's degree in relevant field or equivalent combination of education and experience is required.
Work experience: A minimum of 5-8 years of Gender Based Violence (GBV), or another relevant sector program management experience is required.
Job summary: Oxfam IBIS is looking for a program manager for the project “Enough! Women, girls and boys to take positive action in ending SGBV in Ghana, Liberia and Mali”, which is funded by the European Union. The program manager is responsible for technical support as well as timely quality project implementation which is mainly taking place through partnerships with local civil society actors through sub-granting (Financial Support to Third Parties).
The candidate must have profound thematic and technical knowledge and competences in the area of GBV and gender justice with demonstrated skills related to multi-country program cycle management, including program design, monitoring, reporting and evaluation and learning management systems. Experience in managing large program portfolios and working across countries, sectors and disciplines in partnership with local civil society actors is highly desired. Preferably, the candidate should have field-based work experiences and experience with remote people/ performance management
In addition, the candidate will contribute to Oxfam IBIS’ general strengthening of its gender justice profile in collaboration with team colleagues, esp. the gender focal point.
Responsibilities and Tasks
Management
In collaboration with colleagues and program management units in the countries of operation and the regional platforms, to oversee the timely quality implementation of the project “Enough! Women, girls and boys to take positive action in ending SGBV in Ghana, Liberia and Mali” which is funded by the European Union and to ensure that the project is aligned with Oxfam’s strategic priorities and ensure the quality of design, implementation and monitoring.
Oversee reporting and ensure high quality and timely donor deliverables in close collaboration with involved country offices. Experience from managing EU funded projects an advantage.
Participate in relevant country and regional forums, including training events to provide technical assistance and share experiences and learning.
Provide managerial support to reviews and evaluations to advance documentation of best practices and contribute to organisational knowledge management systems.
Provide coaching and accompaniment to key national staff members of the program management unit to support performance and undertake management of complex multi-country matrix management systems.
Technical and thematic expertise and capacity building:
Technical support to the project based on state-of-the-art knowledge and technical insight in the broad range of issues pertaining to GBV and gender justice to adopt international standards in the area of GBV and gender justice.
Establish and maintain interpersonal and professional relationships across country offices, national and local partners, the regional platform and global campaign Enough!
Deploy expertise to support research, development of approaches and tools to capture innovation, promising practices and the ability to convey learning across various structures.
Support the systematic application of sound gender analysis in the project including supplying needed tools and resources across development, campaigns and conflict effected areas.
Support national and regional staff, in collaboration with implementing partners to developing high quality GBV training and capacity building for local actors and stakeholders.
Contribute to strengthening Oxfam IBIS’ gender justice work and provide inputs for briefs, concept notes and applications.
Liaison, collaboration and representation
Represent Oxfam IBIS in networks related to the European Union financed projects on GBV.
Collaborate with finance staff to ensure an integrated approach to tracking progress of implementation and compliance.
Support the collaboration within the Oxfam International Confederation to promote sharing and synergy among various programs, GBV knowledge hubs and facilities.
Represent Oxfam IBIS in public and professional circles, locally and internationally through meetings, conferences and presentations relevant to GBV areas of work.
Develop and maintain links to the EU, UN Agencies, government, Think Tanks and other agencies with a prominence in the area of GBV, esp. as representative of the project “Enough! Women, girls and boys to take positive action in ending SGBV in Ghana, Liberia and Mali”.
Other skills areas
Language Skills: Fluency in English is required; and proficiency in French is highly desired.
IT: Computer literacy including proficiency in Microsoft Office
