In 2017 Oxfam IBIS began working in the Middle East and Northern Africa (MENA) region implementing a program to enhance youth participation and employment funded by the Danish-Arab Partnership programme (DAPP). Today our portfolio also includes a project on ‘women, peace and security’ as part of our inclusive peace building work, and humanitarian interventions to protect, empower and create resilient and dignified lives for crisis-affected populations. We work in Egypt, Jordan, Lebanon, Morocco, Syria, Tunisia, and Yemen.
We do this as part of the global Oxfam confederation working with partners to mobilise the power of people against poverty, injustice and inequality enabling transformational change. Oxfam has been working in the MENA region since the 1950s and is currently present in 11 countries through a variety of program and initiatives. Oxfam’s MENA strategy 2019-2029 prioritises five levers of change which underpins Oxfam IBIS’ engagement with the region: 1) inequalities – redistribution of wealth; 2) crises and conflicts – transforming humanitarian work in MENA; 3) migration and forced displacement – changing the narrative from threat to opportunity; 4) gender Justice – women’s rights at the heart of all we do; and 5) relationships – engaging with a rich and dynamic diversity of actors to challenge unequal power relations. The work is carried out in partnerships with especially youth and women’s groups.
As our current MENA Coordinator has been assigned to a new position in Oxfam IBIS, we are looking for a new colleague to take over the role as the MENA focal point coordinating and further developing our engagement in the MENA region. The position also entails project management of interventions in the MENA region and support to DAPP donor liaison. The specific roles and responsibilities of this position will be formed according to the profile of the selected candidate.

Salary and working conditions are based on present collective agreement. Pay grading will be based on the level of experience.

Key responsibilities
- Finalise and implement the strategic framework for Oxfam IBIS’ engagement in the MENA region
- Coordinate Oxfam IBIS’ development, humanitarian and inclusive peace building interventions in the MENA region, including in the context of fundraising opportunities
- Ensure strategic linkage of Oxfam IBIS’ MENA interventions into relevant Oxfam and Oxfam IBIS strategies and programmatic, policy and public engagement work
- Lead on and contribute to developing strong and innovative project proposals
- Management of projects /interventions and provision of technical assistance in the MENA region under our DAPP funded program or as part of our other engagements
- Support the team leader of our DAPP funded program in maintaining a good working relationship and dialogue with the MENA office of the Danish MFA
- Contribute to strengthening the visibility of our MENA interventions especially the DAPP funded program
Qualifications
The successful candidate will demonstrate the following essential skills:
- 7+ years of experience with humanitarian, nexus or development programme work in the MENA region, especially Egypt, Jordan, Lebanon, Morocco, Syria, Tunisia, Yemen
- Solid experience with programme and project cycle management and reporting
- Proven experience in strategic development of projects/programmes and developing high quality proposals
- Good knowledge of the MENA region and of the Danish-Arab Partnership Programme (DAPP)
- Programmatic experience from one of the following three areas in a MENA context: private sector engagement and collaboration, gender justice and/or migration and displacement is an advantage
- Strong interpersonal, communication and facilitation skills
- Excellent oral and written English and Danish. Knowledge of Arabic and/or French is an advantage
- Ability and willingness to travel and work in the MENA region
- A relevant master’s degree
