Then read on, because DCA is looking to fill a newly created position as Senior Programme Advisor for Resilience and Climate Change in its Programme, Advocacy and Learning Unit.Position Profile;
Your position sits within the Programme, Advocacy and Learning (PAL) Unit of DCA International Department, reporting to the Team leader for Programme Support and as an integral member of several cross-thematic functional teams. Daily, you will work with a wide range of skilled colleagues from across DCA in Denmark and our 19 country offices, always seeking to maximise and leverage the combined knowledge and skillsets.
The overall goal of PAL is to ensure that DCA maintains its abilities as a relevant, knowledgeable, innovative and consistent organization that delivers high quality interventions in pursuit of our international goals.
With a central position in the organisation’s structure and with a local–global–local outlook, PAL is uniquely positioned to contribute to DCA’s;
- Foresight into the evolution of humanitarian and development policy and practice, and the global contextual developments that shift them.
- Insight into what is distinctive and valuable among the knowledge, competence and capacities across the organisation and within its network of partners.
- Cross-sight into how various combinations of knowledge and competence can be combined and/or shared to create additional added value through synergy.
Through this, advisors in PAL contribute significantly to DCA learning and uses its vantage point to;
- Support DCA country programmes with concept development, specific technical guidance and sparring based on demands and needs, programme design and review, as well as advancing new progressive ideas proactively.
- Engage in debates and dialogue with stakeholders that can inform and further develop DCAs learning and knowledge base
- Research, develop, share and exchange information, analyses and learning, and disseminate information and findings throughout our networks within and outside of DCA
- Analyse and explain key concepts, trends, practice and process to our target groups in a manner relevant to their specific needs and organisational goals.
- Develop, adjustand promote organisational concepts, policies, standards & guides tied to organisation goals and aligned to global systemic requirements.
- Support the development of competencies and capacity within DCA and with partners and networks
- Convene related practitioners in communities of practice and networks as well as facilitate meetings, workshops and discussions.
- Connect the right information to the right user(s) at the right time and connect in-house capacities to specific support needs.
- Influence and advocate, ensuring a strong and multi-faceted DCA/ACT voice in key debates and decision-making forums central to DCA strategic priorities.
- Connect DCA units and individuals with its alliance partners, networks and stakeholders globally, regionally and nationally
- Develop learning tools and approaches for DCA and partner capacity development and learning.
The role;
As our new colleague we shall look to you to strengthen our understanding, concept approaches, methods and tools across the DCA range of proven resilience activities under our three International Goals; Save Lives, Build Resilient Communities and Fight Extreme Inequality.
We want you to help us improve our resilience work through clarifying and strengthening the links between e.g. climate change adaptation, livelihoods, job creation, developing value chains, agroecology and disaster risk reduction – because we aim at combining efforts to achieve environmental, social and economic resilience. We want you to help to link our work across these, explore new ways and find new and exciting concepts that will work; not on paper, but where it matters. And we want you to help ensure quality across our resilience interventions linked to our policies, frameworks and global results framework.
To do so we want you on board to assist us in enhancing technical skills and knowledge and improve synergy and integration between DCA’s intervention areas, e.g. can we link our Mine Action outcomes to Resilience, and if so how?
And we want to make sure that the effects of climate change are increasingly adopted into our programming as part of a concerted effort in 2020 to truly conceptualise and operationalise Climate Change as a cross-cutting commitment.
In 2020 you will be involved in a number of interesting processes, including developing research and documentation to take stock of the DCA international strategy, improving the development of cases and concepts to support new programming, positioning and fundraising, furthering the DCA approach to resilience including in the HDP nexus, strengthening links between the humanitarian, development and mine action disciplines of DCA, as well as developing and launching a new set of Action Guides to replace the current programme’s thematic policies.
Requirements
- 10 years proven experience in working with Resilience, Climate Change and/or related community centred programming.
- Proven experience in an advisory role, or programming role, preferably both.
- Working knowledge or experience of applying a rights-based approach to development programming.
- Experience supporting programme work with partners from the global south an advantage, and particularly experience from working in a field location, country or regional office.
- Cultural sensitivity, strong communication and diplomatic skills, with the ability to build
relations both within and outside DCA. - Ability to lead informally and motivate colleagues from various technical backgrounds as well as a strong drive and commitment to getting the job done.
- A relevant tertiary academic education at Master level and fluency in English – oral as well as written. French in addition will be an advantage.
- Duty travels between 4-8 weeks per year.
