The Civil Society Engagement Unit within DRC provides strategic, analytical and operation support to engagement with relevant local, regional and transnational civil society across DRC operations; implements Civil Society Engagement projects of a global nature; and spearheads DRC's long-standing engagement with diaspora communities across Europe. Danish Refugee Council’s Diaspora Programme facilitates, supports, and enhances the role of diasporas as effective agents of humanitarian assistance, recovery and development. The work of the Diaspora Programme supports Danish Refugee Council’s conviction that displaced people are a resource for both countries of origin and destination and responds to a growing body of evidence calling for a more inclusive humanitarian system that integrates ‘non-traditional actors’ to enhance the effectiveness of the humanitarian response.
DEMAC (Diaspora Emergency Action and Coordination) is a platform under DRCs Civil Society Engagement Unit, that aims to promote closer collaboration, coordination and systemic integration between diaspora led emergency responses and the formal humanitarian system as defined by IASC (Interagency Standing Committee).
About the job
DRC is recruiting a MEAL Specialist to support the Civil Society Engagement unit’s various ongoing projects. The MEAL Specialist will be leading on quantitative and qualitative surveys, developing MEAL’s tools and methodologies for the Unit, ensuring quality management and support to the team and will be facilitating accountability and learning with in the unit’s various projects.
The MEAL Specialist will work in close collaboration with the Unit project coordinators and in particular with the DEMAC team. She/he will also receive technical support from the Global MEAL Advisors based in HQ.
Main Duties:
Lead on quantitative & qualitative surveys
- Take the lead on preparing, managing and/or conducting mid-term reviews and/or final evaluations, participant’s Satisfaction Surveys, civil society capacity development tools and other related qualitative and quantitative assessments in all relevant projects of the Civil Society Engagement Unit (CSEU).
- Ensure that data collection (baseline, end-line, or pre-post- tests etc.) is undertaken in a qualitative and timely manner. Cross check the accuracy of data entry and ensure data cleaning.
- Ensure that data analysis and report write up and dissemination is completed and that reports are shared with all relevant project coordinators and donors as required.
- Provide leadership and guidance in survey and assessment process, ensuring the involvement of all relevant DRC’s CSEU projects staff from planning through data collection to reporting and drawing of conclusions and recommendations.
- Upon request, conduct a ‘lessons learnt’ assessment and ‘recommendations development’ workshop documenting key areas for improvement / amendment, ensure findings are used to improve the process and create recommendations for the CSEU programmes and projects.
- With the Project Coordinators, support the process of hiring consultants for baseline, mid-term, end-line evaluations by drafting ToRs, participating to interviews. Also support the monitoring of the consultant during the evaluation process (follow up on deadlines, review of deliverables provided).
Development of MEAL tools and methodologies
- In close collaboration with DRC’s MEAL Global Advisor, develop the CSE Unit MEAL strategy, including a framework with standard indicators on Capacity Building, Advocacy, Coordination etc..) as well as process and procedures for the effective monitoring, evaluation and learning of DRC’s CSEU ongoing projects.
- Design appropriate information collection tools and methodologies including ToRs, questionnaires, data entry tools, using the relevant software.
- Close coordination with Project Coordinators to develop appropriate MEAL tools and methodologies, identifying priorities for MEAL and follow up on the timelines.
- Ensure that all the designed tools, methodologies and other MEAL activities are in line with DRC global and Unit strategies, global cluster’s guidelines and other humanitarian standards such as CHS and Sphere etc.
- In close collaboration with the Project Coordinators, create and update a Project Management Tool and identifying potential delays/gaps.
Quality Management & Support
- Support the development of Logframes, MEAL plans in pursuit of relevant program strategies and proposals in the CSEU Unit.
- Co-lead or provide input to donor proposals and reports as required and ensure that data is correctly presented in such documents and accurately reflects the projects objectives and/or achievements.
- In conjunction with the Project coordinators, review the current projects Logframes and ensure that each project/grant has a survey and assessment plan in place and included in all proposals and implementation plans.
- Technical support to country offices to use methodology/tools in the Global MEAL Civil Society Indicators and Methodology Resource. Technical support to country offices with DANIDA SPA 2022 funding.
Accountability and Learning
- In close collaboration with the Project Coordinators, organize and facilitate internal and external learning events. Participate in the development of MEAL plans, project kick-off, review and closure meetings.
- Support in the development and operationalization of a knowledge management and learning strategy for collecting, analyzing and summarizing knowledge and learning, and ensuring the integration of knowledge and learning into ongoing and future Civil Society & Diaspora programming.
- In close collaboration with the Global Civil Society Partnership Advisor, capture learning of civil society programming/initiatives globally.
- Support project teams to better document and integrate knowledge and learning in their daily activities through support in the development of appropriate tools, guidance notes and of work, education and integration towards a sustainable future
About you:
We expect the following qualifications:
- A minimum of 3 years of MEAL and Knowledge Management experience within the humanitarian or NGO field.
- University degree in Economics, Statistics, Social Sciences or in other relevant discipline.
- Experience in data collection, analysis using different software’s e.g. Excel, SPSS.
- Proven ability to create and utilize qualitative and quantitative M&E methods and analyses in organizational planning
- Demonstrated competence to assess priorities, and concurrently manage a variety of activities effectively to meet deadlines with attention to detail and quality.
- Good collaboration and communication skills and ability to build good working relations with people from different cultural backgrounds.
- Experience with USAID, GIZ, Dutch MFA or DANIDA grants is an added value.
- Excellent written and spoken English.

We offer:
- Start date: 01/09/201.
- Contract length: 11 months (with potential extension at the end of the contract)
- Workplace: DRC HQ in Copenhagen. Borgergade 10, 1300 København
- The position is funded by ongoing projects within the CSE Unit and therefore temporary in nature, even if the Unit is aiming at making this position permanent in the long run.
- Salary and conditions are in accordance with the Danish Refugee Council’s Agreement with the AC-organizations. The position is at “Fuldmægtig” level. This is a national position for which local terms and conditions apply.
- Please note that this is not an expatriate position, this position falls under a national Danish contract. Under such contract, DRC does not provide accommodation, per-diems, flights in and out of the country nor support the obtention of working permit/visa to Denmark. Candidates need to ensure that they will be able to work from Copenhagen, Demark.
