Danish Refugee Council is recruiting a Director for Programme to be based in Copenhagen to drive DRC’s overall programmatic direction within our global strategy. This is an exciting opportunity to be responsible for ensuring that DRC’s programmatic response comes together globally, is well-defined and framed by our mandate, principles, and values.

Who are we?

The Programme Response and Policy Division is part of the Department for Programme, Policy and External Relations (PPE). The PPE Department is responsible for DRC’s global program policy development, program quality assurance and accountability, and drives global programme innovation, business development, evidence & learning. The Department also leads global advocacy & press and builds and expands external relations & institutional fundraising at global level.

In addition to above, the department is directly implementing global programs; through civil society & diaspora engagement, coordination of emergency response and deployment of humanitarian experts we help fill response gaps and find solutions on the ground. Through our decade-long and highly specialized activities in and around the asylum procedure in Denmark, we safeguard the rights of asylum seekers in Denmark and advocate for those rights on an EU and global level.

The Programme Response and Policy Division is the proud custodian of the DRC Response Framework that translates our mandate into a comprehensive programmatic response. The DRC Response Framework covers the full displacement spectrum from acute crisis, during displacement and until a durable solution is found. DRC’s Response Framework defines DRC’s three programme response platforms, or objectives, of i) saving lives, ii) realizing solutions to displacement and iii) addressing root causes to displacement. The three interrelated programme platforms are implemented through our 5 core sector expertise areas of Protection, Economic Recovery, Humanitarian Disarmament & Peacebuilding, Shelter & Settlements, and Camp Coordination & Camp Management (CCCM). The framework also ensures a people centered approach in our response: putting the needs, rights and capabilities of the people we serve first in everything we do.

Standing on the DRC Response Framework, the Programme Response and Policy Division ensures the continued development of DRC’s programmatic concepts, policies, and standards and provides technical support and quality assurance to DRC’s operations within these areas. The Division also represents DRC in high-level fora, hosts the Mixed Migration Centre as well as several interagency initiatives and entities such as Joint IDP Profiling Service (JIPS), Protection Information Management (PIM) and Data Entry and Exploration Platform (DEEP) established to lift the wider humanitarian sectors utilization of data and analytics to inform humanitarian and displacement responses.

Key responsibilities

As Director for Programme you will drive DRC’s overall programmatic direction within our global strategy. You will be overall responsible for ensuring that DRC’s programmatic response comes together globally, is well-defined and framed by our mandate, principles, values, and the standards we define to ensure high quality programming. You will ensure that HQ technical expertise delivers the appropriate levels and type of support to DRC operations. In this role you will be part of the PPE Department Management Team (DMT).

Programmatic leadership

  • Lead or co-lead strategic initiatives and priorities under the 2025 Strategy.
  • Lead DRC global level initiatives to strengthen, conceptualise and deliver integrated programming.
  • Leading and coordinating the work of the global programme specialists and advisors in DRC Headquarters.
  • Inspire, set direction, and frame programme strategies in all DRC country and regional operations while enabling the application of DRC’s response framework as the foundation of programming.
  • Together with relevant stakeholder ensure that programme expertise functions in the field get the relevant programme and capacity development support from DRC headquarters to deliver on DRC’s quality standards.

Policy and standard setting

  • Ensuring that the DRC Response Framework, programme platform approaches and sector expertise areas are supported by relevant, applicable, and updated policies, concepts, guidelines and tools, hereunder specifically ensuring that DRC Programme Handbook is implemented in the organisation and remains a living handbook of relevance for our implementing levels and addresses the operational needs.
  • Uptake and review of policies and concepts developed in DRC’s field operations to assess their applicability for DRC globally. Lead the development of new programmatic concepts.

Lateral management for results

  • Maintaining and creating communities of practice of relevance for programmatic alignment and learning, development and dialogue relevant to our mandate and response framework, in particular the Heads of Programme Community at regional and country level.
  • Ensure efficient and fruitful collaboration between Programme Policy Division and all other parts of PPE and the organization at large.
  • Keep the wider organisation abreast of major programmatic trends, changes, capacity challenges and programmatic shifts throughout DRC.
  • Co-lead with other divisions in PPE (Advocacy, Press & External Relations Division (APER), Fundraising & Partnerships, Effectiveness, Knowledge & Learning (EKL) on programmatic positions to major external trends and disruptors, including major emergencies that are escalated to global level. Together with senior management peers work for DRC’s joint advocacy positions, communication, fundraising and branding material. Managing for learning with strong support to Evidence generation and its use.

External representation and resource mobilisation

  • Representing DRC’s Strategy, programme approaches, programmatic results as required in relevant international fora and towards relevant external stakeholders with a view to influence policy and decision makers and donors relevant to our programme response.
  • Together with other entities in PPE, fundraise for and implement global programmes in PPE and programme division.

Requirements – your profile

The ideal candidate for the position has extensive experience with developing and implementing programme responses in displacement contexts. Accountability to affected populations is the driver of your engagement and you have a comprehensive humanitarian experience both operationally and from a policy perspective. You thrive in dealing with programmatic and technical complexity and master the balancing act of finding the right approach and decisions relevant for DRC’s mandate. You are an excellent advocate, firmly rooted in the rights-based approach, and can explain the business case to potential new partners. You have comprehensive understanding and experience working within the humanitarian coordination architecture.

We expect you to have the following experience:

Leadership

  • Extensive leadership experience at senior level in complex organizational environments; used to leading change processes and building and leading strong teams and other leaders within highly technical expertise areas.
  • Good at setting and maintaining direction with a strategic mindset and demonstrated experience in planning, coordinating and leading processes that include multiple stakeholders.
  • Inclusive, inspiring and facilitating leadership style, always striving to empower, motivate, and develop your team while also seeking inspiration from others and consulting with colleagues.

Programmatic leadership

  • Extensive experience with developing and implementing programme responses in displacement contexts and with programme innovation
  • Ability to deal with programmatic and technical complexity and master the balancing act of finding the right approach and decisions relevant for DRC’s mandate.
  • Experience with translating technical requirements and programmatic complexity into programming that is efficient, delivers results and convenes locally driven and sustainable solutions.
  • Excellent advocate, firmly rooted in the rights-based approach, and ability to explain the business case to potential new partners.

Sector experience

  • Comprehensive humanitarian experience both operationally and from a policy perspective, and with a strong network within the sector.
  • Comprehensive understanding and experience working within the humanitarian coordination architecture.
  • Thorough understanding of what it takes to deliver sustainable solutions to displacement and is well founded in delivering displacement assistance that addresses both short term and long-term protection gaps and humanitarian needs.
  • Practical experience with several of DRC’s five core sectors and believe in the value of reaching results through multi sector integrated programming and via multi stakeholder engagement.
  • Strong in triple nexus programming, the Core Humanitarian Standard, and the normative and legal frameworks relevant for our displacement mandate.

Interpersonal skills

  • Strong communicator capable of communicating technical complexity in an easy-to-understand way.
  • Thrive in complexity and ambiguity and enjoy making the complex simpler.
  • Practitioner but with a strong academic and analytical mindset.
  • Solutions oriented yet principled. Result and implementation oriented.
