Who are we?

DRC works to ensure that refugees and internally displaced persons have access to shelter and basic services that enable them to live in dignity and safety through emergency situations and in cases of protracted displacement crises. Whether people have sought protection and refuge in formal refugee camps or informal settlements, we provide temporary shelter, help repair damaged dwellings and infrastructure, and reconstruct permanent homes. The Programme Division develops programmatic concepts and strategies relevant to DRC’s international operations and delivers support to operations within these areas. It also has the lead in developing position papers on DRC’s key advocacy and policy priorities. The Programme Division hosts various global specialist lead functions including for DRC’s five core sectors: Protection, Shelter & Settlements, Humanitarian Disarmament & Peacebuilding, Camp Coordination & Camp management, and Economic Recovery. The Division is furthermore overall responsible for continuously developing and implementing DRC’s programme handbook and the DRC Response Framework, which articulates how DRC seeks to save lives, promote durable solutions and address root causes of displacement, - capturing DRC’s engagement with persons of concern from the beginning to the end of their displacement.

About the job

The Global Shelter & Settlements Sector Lead develops and leads DRC’s Shelter & Settlement sector, including facilitating a global sector network, ensuring compliance with DRC and industry standards, providing quality control & monitoring, developing Shelter & Settlements standards & programming and delivering relevant advocacy. He/she reports to the Director of the Programme Division and collaborates closely with DRC’s other Global Sector Leads. The Global Shelter & Settlements Sector Lead specifically fulfills the following responsibilities:

  • Strategic and programmatic development of the S&S Sector, including delivering on global priorities
  • Representation in relevant external forums, including the Global Shelter Cluster
  • Global sector proposal development and project management, including support for implementation of DRC’s Strategy 2025
  • Support (including policy, standards, and guidance) to country and regional operations in order to ensure high quality, timely and accountable programming via remote support, field missions, facilitating exchanges and supporting resource mobilization
  • Development of training materials and delivery of training workshops in line with global interagency and internal DRC standards
  • Internal sector-related communication, ensuring institutional knowledge management and contributing to learning and information exchange on shelter & settlements

About you

To be successful in this role we expect you to have a minimum of 8 years’ experience in the humanitarian or development sectors, including significant experience providing high quality shelter & settlements technical advice and country support, and strong experience working on shelter & settlements programming in contexts of forced displacement. We further expect you to have excellent and up-to-date knowledge of shelter & settlements core concepts and technical and methodological best practices.

Moreover, we also expect the following:

Required

  • Demonstrable experience working on shelter & settlements programming in contexts of forced displacement
  • Master’s degree in architecture or engineering studies (or in another relevant educational field)
  • Fluency in spoken and written English
  • Demonstrable experience working in complex institutional environment, developing collaborative working relationships
  • Strong understanding of shelter & settlements global policy, research, evidence, and programme innovation.
  • Demonstrable capacity building skills, including design and facilitation of trainings and workshops
  • Excellent oral and written communication skills, including concise writing, and engaging presentation and facilitation
  • Demonstrable problem-solving skills, as well as the ability to take a flexible, creative and innovative approach
  • Demonstrable ability to work independently as part of a small team, and to form close working relationships with a diverse range of multi-cultural colleagues
  • Highly motivated and hard-working, with strong attention to detail
  • High degree of flexibility; willingness to deploy at short notice, to insecure environments, and to operate in a physically demanding work environment
  • Strong computer skills (MS Word, Excel, Outlook and Power Point) and relevant engineering and architect software (AutoCad, etc.)

Desirable

  • Ability to work in French and/or Spanish is an advantage

We offer

Contract length: Permanent

Work place: Borgergade 10, DK-1300 Copenhagen, Denmark

Start date: July 1st, 2022

Salary and conditions will be in accordance with the agreement between DRC and Akademikernes Centralorganisation (AC). The position is at Special Consultant (“specialkonsulent”) level. This is a national position for which local terms and conditions apply.
