Do you want to participate in building accountability across a global organisation and help supporting people most in need? We are looking for a Global Safeguarding & Code of Conduct Officer (Registrar).

Who are we?

The Safeguarding & Code of Conduct Unit is in charge of the Code of Conduct Reporting Mechanism (CoCRM) globally. The Unit is also in charge of Protection from Sexual Exploitation, Abuse and Sexual Harassment (PSEAH) activities and the conduct of internal investigations regarding the most severe breaches (Sexual Exploitation, Abuse and Harassment (SEAH) and high scale fraud and corruption). The Unit is composed of 6 employees, including a manager, a Code of Conduct Global Advisor, a Safeguarding (PSEAH) Global Advisor, two full-time investigators and a registrar.

About the job

As Safeguarding & Code of Conduct Officer (Registrar), you will join the global and international team in HQ, and as such contribute to the promotion of a culture which has a zero tolerance to fraud, corruption and sexual misconducts. You will ensure that complaints are duly registered and processed, you will help ensure that complainants and survivors are listened to, supported and protected from further harm. You will also coordinate the response and follow-up of DRC to issues and concerns raised in the Code of Conduct Reporting Mechanism (CoCRM).

Your main responsibilities will be:

  • Receive Reports of Suspected Misconduct (RSMs) in person, via email or other channels. Register the Reports of Suspected Misconducts received at HQ (Gate B) level with all necessary details. Maintain the Code of Conduct Reporting Mechanism database updated all through the Code of Conduct Reporting Mechanism process.
  • Prepare the Intake Committee (IC) briefing notes, convey Intake Committee meetings on a weekly basis, present the Reports of Suspected Misconducts received to the Intake Committee members and record the determinations of the Intake Committee.
  • Uphold transparency and accountability of the Code of Conduct Reporting Mechanism by keeping the Reporting Persons and Complainants informed at all stages of the process, by implementing some of the decisions of the Intake Committee (referral to Human Resources and referral to the relevant Management).
  • Support and communicate with DRC’s top Management and HR in charge of following up with referrals and advise them in order to ensure that Reports of Suspected Misconducts are duly addressed.
  • Train, Support and eventually substitute Registrars at country and regional levels in order to ensure the quality standards prescribed in DRC’s Code of Conduct Reporting Mechanism Operation Handbook are always followed.
  • Participate in the design and development of global policies, protocols, training materials for the Code of Conduct Reporting Mechanism and facilitate training and awareness activities in DRC HQ and DK regarding Code of Conduct and PSEAH.
  • Investigate allegations of serious misconduct under the monitoring of a Gate B (HQ) Authorising Officer (10% of position).

About you

Required

  • University Degree in social science, human resources law, criminal law, human rights, gender or gender-based violence, international affairs or equivalent.
  • Demonstrate relevant experience with code of conduct, complaint mechanism or whistleblower mechanism in a humanitarian organisation, influencing senior-level management and key stakeholders effectively across the organisation and within complex contexts.
  • Demonstrate experience in developing and delivering successful training sessions on Code of Conduct and PSEAH.
  • Familiar with Safeguarding and PSEAH standards, including an ability to apply a survivor-centred approach in relating with survivors of Sexual Harassment (SH) and Sexual Exploitation and Abuse (SEA).
  • Commitment to upholding and modelling DRC’s values and Code of Conduct
  • Demonstrating integrity, diplomacy, professionalism, reliability and resilience at all times.
  • Able to work professionally and with a high degree of confidentiality at all times.
  • Have highly developed critical analysis and reasoning skills.
  • Ability to quickly build personal rapport and trust.
  • Have interpersonal and intercultural skills and a strong ability to collaborate and network.
  • Good oral and written communication skills in English is mandatory.
  • Strong computer skills, facility with MS Word, Excel, PowerPoint, MS Teams, OneDrive and email software.

Desirable

  • CHS Alliance certificate on PSEA workplace investigations and any fraud/corruption investigations certificate is a plus.
  • Additional good oral and written communication skills in French, Spanish or Arabic is an advantage.

We offer

Contract length: permanent position.

Workplace: Borgergade 10, Copenhagen, Denmark (HQ).

Start date: Preferably 17 or 24 June 2024.

The position is full time 37 hours per week.

The position will only be based in Denmark, salary and conditions will be in accordance with the applicable agreement between DRC and relevant union.

The position is national, for which local terms and conditions apply. The candidate will enjoy a flexible work environment (2 to 3 days of home working possible) and will not be required to travel.
