DanChurchAid (DCA) invites applications for an experienced Explosive Hazard Risk Education Coordinator (REC) for its Syria programme. This is a non-family position, based in Erbil, Iraq, and/or North East Syria as the context allows.
The REC’s main responsibility is to manage, coordinate and ensure quality of all DCA Explosive Hazard Risk Education activities in North East Syria (NES). You will work closely with a national Explosive Hazard Risk Education Officer, and be responsible for his/her training, capacity building and mentoring. Together, you will recruit, train, task, monitor and evaluate 10 Risk Education teams throughout NES, and evaluate, improve and introduce new methodologies and materials, relevant to the current context and need. In these tasks, you report directly to and are managed by the Country Director.
You will work in a potentially hostile and arduous environment. You will therefore need to demonstrate a positive and self-motivated attitude. Conditions in Syria require a cool head, an ability to multi-task and work under tight deadlines, a great deal of flexibility and a good sense of humour. The main duties relating to this position are as follows:
- Undertake technical assessments of DCA RE staff, teams and activities. Prepare and implement structured capacity building plans and trainings;
- Innovate RE output methodology where required to ensure optimum promotion of safe behaviours by at risk groups;
- Update, as necessary, DCA’s RE SOPs for NES, in line with International Mine Action Standards (IMAS), including sections on direct Risk Education sessions, Safety Briefings, Training of Trainers and Community Focal Points;
- Provide Safety Briefings to staff from other NGOs working in NES in accordance with project work plans;
- Prepare new RE materials for NES, tailored to the local context and current needs on the ground, field test and prepare all paperwork for production. Ensure all RE materials are widely distributed and shared, including online, if appropriate;
- Coordinate all DCA funded RE activities, projects and teams in NES, in close collaboration with DCA’s national Risk Education Officer;
- Ensure RE activity reporting (including IMSMA and 4Ws) is accurate and timely, in close collaboration with the programme’s data management staff;
- Ensure impact monitoring in NES is conducted regularly and to a high standard, and data is analysed and used to improve interventions;
- Undertake technical assessments of RE needs and gaps and suggestion potential changes to strategy and implementation;
- Work in close coordination with other departments in the programme to ensure a coordinated response to the humanitarian needs on the ground;
- Advise the Security and Access Manager on information to include in safety briefs to visitors to the programme on ERW and safe behaviours to adopt;
- Produce project reports and case studies, and provide input to the CD for the design and preparation of new project proposals;
- Monitor progress of and, if necessary, revise project activities and work plans in coordination with the CD;
- Stay informed and current on new manuals and methods relating to RE in Humanitarian Mine Action;
- Actively mainstream protection and gender in all RE activities, and assist the programme to ensure all work is aligned with the Core Humanitarian Standards and relevant SDGs;
- Represent DCA in all relevant coordination bodies;
- Closely coordinate with the Protection Working Group and other mine action actors to ensure DCA RE activities and interventions are coordinated and timely;
- Any other duties, as requested by the CD.
Additional responsibilities include:
- Contribute to a culture of excellence, continuous improvement and performance optimization across all projects;
- Work in accordance with DCA’s values and humanitarian principles;
- Maintain effective working relationships with other members of the programme;
- Be a role model for diversity and inclusion, as well as a positive role model for contributing to the team spirit.
Applicants must have the following qualifications and experience:
- University degree in education, conflict studies, development studies, social sciences, or another relevant field;
- At least 5 years of relevant experience in positions of progressively greater responsibility in conflict/post-conflict settings;
- Extensive practical knowledge of Explosive Hazard Risk Education a requirement, and knowledge of Non-Technical Survey an asset;
- Thorough understanding of IMAS and IMSMA forms a requirement;
- Experience providing leadership, supervising staff, managing multiple complex programme components;
- Proven coordination and liaison skills, with the ability to coordinate several projects simultaneously;
- Ability to maintain flexibility in an environment where change or revision to contexts, projects and planning is regular;
- Ability to fit well within a small team;
- A working knowledge of logframes and developing indicators;
- Working experience or a developed knowledge of working in Middle East desirable;
- Experience with mobile data collection and data analysis;
- Computer literacy essential including proficiency in Excel, Word, Power Point, etc.;
- Fluency in written and spoken English is essential. Knowledge of Arabic would be highly advantageous.
