DanChurchAid (DCA) invites applications for an experienced Security and Safety Advisor for our Libya Programme. This is a non-family position roving within Libya between DCA’s various project offices.

The DCA Libya programme is a well-funded programme with a decade-long footprint in the country and over 100 staff. The programme is comprised of a portfolio of activities including non-food item distribution, psychosocial support, risk education, victim assistance, and UXO clearance.

In this role you will be required to conduct security and safety training for staff, develop recce plans in conjunction with the Country Director and Operations Manager, manage relocation and evacuation exercises, and casevac drills in conjunction with the Medical Coordinator. You will be responsible for drafting the weekly Security Update Report, all incident reporting, conducting context and conflict analysis, issuing security and safety advisories, and assisting the Country Director and Operations Manager in incident management.
You will work in a potentially hostile and arduous environment, where there is a need to demonstrate a calm, positive and self-motivated attitude. Conditions such as these require a level head, attention to detail, and an understanding of the humanitarian INGO context and a willingness to support programme staff in their work to develop and implement humanitarian aid projects.

  • Computer literacy including proficiency in excel, word, power point, mapping, etc.
  • Fluency in English with a good standard of report writing (knowledge of Arabic an advantage but not essential).


You must have the following:
  • Bachelor’s degree in political science, international relations, humanitarian affairs, or a subject related to the programme’s work; or a relevant higher education qualification in security management or a security related subject, coupled with considerable INGO field programme experience
  • A minimum of 3 years of INGO work experience within international humanitarian assistance programmes
  • Capabilities in planning and implementing security and safety mitigation measures
  • Understanding of the humanitarian principles linked to NGO operations contexts
  • Experience as a trainer with the ability to develop and impart learning to a range of audiences
  • Ability to develop an understanding of the pertinent local, regional, country and international dynamics which affect the area of operations and provide clear analysis and briefings on unfolding security situations
  • Experience working successfully with local stakeholders such as local and international NGOs, government, etc. with sensitivity and diplomacy


As Security and Safety Advisor you will have the following primary responsibilities:
  • Provide support to the Country Director and Operations Manager in the planning of operations, in particular personnel and equipment movements
  • Travel regularly to field locations in Libya to review security and safety
  • Review and update the security management plan on a regular basis
  • Evaluate, review and update plans for all DCA offices and residences in Libya and ensure that security preparations are in place and known to all staff
  • Support the CD and OM in meetings with local authorities, security providers, and relevant stakeholdres to ensure that acceptance is maintained and work can continue safely
  • Provide safety briefings to new staff and visitors
  • Provide regular trainings as required for DCA staff on security preparedness, prevention and response. Training(s) may include Contingency Plans (CPs), Security Management, Incident Reporting, Prevention and Response Mechanisms; Communications protocols, etc.
