Job Title: Small Grants Administrator, DCA Cambodia USAID Advancing Rights in Cambodia (ARC) Contract Period: 4 years; subject to 3 months probation Reports to: Head of Finance Reporting: N/A DESCRIPTION: DCA Cambodia seeks a Small Awards Administrator for an anticipated four-year USAID project focused on the strengthening of civil society in Cambodia.
SUMMARY:
The Small Awards Administrator will be responsible for providing administrative and financial support of ARC project partner Cooperation Agreements, with a specific emphasis on the management of documentation and processes related to sub award contracts and agreements. This role will work closely with the ARC project team, and will be expected to integrate deadlines and deliverables alongside project staff such as the Project Coordinator and Funding Coordinator, as well as members of the finance team. The ARC Small Grants Administrator is also expected to liaise regularly with local project partners with regards to requests for information on invoicing, receipting, and contracts, and will therefore provide basic training and learning opportunities for partners to increase their financial capacities. In addition to technical knowledge of basic accounting and sub-award agreement practices, the ARC Small Grants Administrator will also display a general understanding of USG and other institutional donor practices, and will be expected to engage with USAID financial staff, as needed and appropriate. RESPONSIBILITIES: The Small Grants Administrator will:
  • Provide day to day administration of sub-grants and subcontracts, including tracking budgets, payments, compliance, modifications and reporting, and alert the ARC Finance Officer, ARC Project Coordinator, Funding Coordinator, and Head of Program regarding any performance or financial reporting issues;

  • Ensure financial and administrative compliance with DCA and USAID’s sub-grant management and reporting procedures;
  • Support organizational capacity assessments for sub-grantees and other partners and build capacity of sub-grantees in various areas including financial management and administration
  • Liaise with DCA program officers on partner performance, as needed;
  • Oversee partners’ programmatic and financial reporting, ensuring that quality reports are submitted to DCA in a timely manner; monitor and evaluate the quality of sub-grantees’ reporting and provide training on reporting procedures and mechanisms, to ensure improvement and impact;
  • Regularly prepare and present financial reports, analysis, and recommendations concerning relevant financial issues on subcontracts;

  • Review partner spending in relation to budgets, and develop monthly budget pipelines for USAID and partner expenditures;
  • Verify accuracy and compliance of expenses and expense reporting;
  • Provide assistance with internal or external audit requirements.


COMPETENCIES & QUALIFICATIONS: COMPETENCIES:
  • Experience in finance and accounting; preferably with regards to institutional donors;
  • Ability to read, understand, and communicate guidelines on compliance and accounting regulations;
  • Ability to build partners’ capacities on financial systems and administrative skills;

  • Comfortable helping others prioritize and stay organized in a busy, fluid environment;
  • Ability to work independently and in groups, manage multiple tasks concurrently, and meet deadlines with attention to detail and quality;
  • Ability to work calmly and professionally under pressure;
  • Excellent interpersonal skills and demonstrated ability to interact professionally with culturally and linguistically diverse team members;
  • Able to independently gather information necessary to complete tasks;


QUALIFICATIONS:
  • Associate’s Degree in Economics or finance field
  • 1-2 years of experience supporting institutional grants processes; preferably with regards to subcontracts and subgrantees
  • Experience with USAID or USG budgets

  • Proficiency in Excel software required
  • A high degree of integrity, accountability, energy and flexibility
