DCA Cambodia invites applications for consortium coordinator of its anticipated project, Rural Employment for COVID-19 Economic Recovery Project (RECOVER) funded by the European Union. The position is pending final approval of the contract with the EU, and will be responsible for overall management of the 4.4 million Euro project, implemented together with People in Need and Voluntary Service Overseas (VSO).

In close cooperation with consortium partners, the consortium coordinator (CC) shall ensure that the project: is implemented in line with approved proposal and in accordance with the rules and regulations of the EU.

Contract period is to be decided pending contract signing with the EU Delegation.

The Consortium Coordinator will facilitate close and effective coordination and collaboration between consortium partners and ensure high quality monitoring and documentation of project activities. The Consortium Coordinator has overall responsibility for assuring that expected results of the project are achieved.

Responsibilities include:

Project Cycle Management
  • Ensure a successful inception process and continuing communication on the relevant activities in the project so that all those involved are fully aware of objectives, expected outputs and outcomes, work plan and budget lines related to CC activities in the project.
  • Ensure that administrative procedures according to EU and DCA guidelines are followed.
  • Overall responsibility for ensuring that project is implemented according to plan and that project results are achieved.
  • Overall responsibility for project monitoring, with support from consortium monitoring and evaluation officer.
  • Ensure close collaboration with DCA and consoritum staff in project implementation.
  • Facilitate consortium-level meetings include quarterly consortium management team meetings, monthly consoritum implementation team meetings


Operations
  • Overall responsibility for budget control and financial management of the entire project.
  • Ensure that contractual obligations are followed; that the guidelines are adhered to (including general conditions, visibility guidelines and procurement guidelines).
  • Facilitate external finance audit tasks as stated in the audit term of reference.
  • Work with the DCA Cambodia finance team to conduct regular budget and finance meetings with consortium partners to ensure that spending are according to budgets.
  • Work with the DCA Cambodia Finance Officer to ensure that all fund installments due to DCA Cambodia and consortium partners are transferred in a timely manner.


Communication and Coordination
  • Ensure that all relevant discussions and developments are brought to the attention of consortium partners and management team members for action.
  • Ensure high quality of communication between and among the consortium members.
  • Ensure good donor visibility throughout the project.
  • Develop case studies, relevant write-ups and other communication material relating to the action that can be used by consortium partners.


Capacity Building
Ensure institutional capacity building of the consortium partners and their implementing partners on:
  • Technical issues related to market systems, as needed.
  • EU policies, guidelines and formats (as needed)
  • Project PME/LFA
  • Other strategies and tools as may be identified and realistically covered within time and resource limitations of the project


Consortium Coordination and Representation
  • Organise regular meetings of Consortium members to assess the progress of the Action, to modify ideas together in pursuit of the Action and to plan sound monitoring and evaluation.
  • Facilitate Consortium Management Team and Consortium Implementation team meetings. Circulate agenda (drafted through consultations) ahead of the meetings. Record minutes of meetings.
  • Participate and/or represent the consortium in meetings and events with the EU Delegation and other relevant stakeholders such as Grow Asia and CamboDHHRA.


Qualifications
  • Relevant academic degree.
  • At least 8 years of experience in project management, preferably in agricultural market systems or community development programming.
  • Experience in Southeast Asia strongly preferred.
  • Experience in working with institutional donor funded projects including good understanding of EU guidelines/ standards
  • Fluency in spoken and written English
  • Experience working with local partners preferred.
  • Excellent coordination/facilitation and communication skills
  • Experience working in a cross-cultural setting.
