DCA is looking for an experienced Humanitarian Project Manager who will refer to the Country Director and be responsible all steps of the project life cycle for EFSL interventions. To hold this position, it is a requirement to be fluent in French and English.

DCAs programme in CAR
DCAs programme in CAR has opened in 2015. DCA CAR seeks to contribute to the protection of life and dignity in the Central African Republic by reducing threats to communities’ safety resulting from armed violence and conflict and by improving their access to economic opportunities and psychosocial support and by advocating for equal human rights. Programme activities include vouchers (for food), seeds and tools distribution, cash for work, NFIs distribution, risk education, armed violence reduction, income generating activities, psycho social support, capacity building of national civil society organizations. A team of 6 expatriate and 45 national staff are currently in charge of DCAs intervention in CAR.
DCA has a capital office in Bangui but also has field offices in Bouar, Paoua, Markounda, Bambari and Ippy.

The role of the Humanitarian Project Manager
Under the direction and supervision of the Country Director, the HPM - EFSL will be responsible for all steps of the project life cycle for EFSL interventions, including conducting relevant field assessments; implementation of Emergency Food Security and Livelihoods activities, monitoring and reporting on current and future projects. S/He also provides technical support and capacity building to partners and/ or DCA national staff; and is an active member of relevant coordination mechanisms (cluster meetings, working groups, etc.). The HPM - EFSL will provide relevant input to the CAR Safer Communities strategy. Involvement in the overall grant management cycle will be an integral part of this position.

Main tasks and responsibilities include

Project management

  • Conduct in-depth field needs assessments including in the field of livelihoods and protection.
  • Implement food security/livelihoods programs: cash and voucher programming, seed and tools distribution, training of partners and contractors and staff on technical itineraries, income generating activities
  • Ensure technical standards are followed
  • Ensure proper mainstreaming of protection, gender, environment & climate change, COVID-19
  • Humanitarian Programme Budget monitoring
  • Humanitarian Programme Team Management (circa 15 – 30 staff)

Project and strategy development

  • Develop concept notes and project proposals and budgets and participate in fundraising. This includes project design and leading the development of project proposals, together with other members of the DCA team in CAR and DCA HQ.
  • Participate to consolidating DCA’s presence in CAR and advise on partnership and programmatic opportunities.
  • Provide inputs to DCA country strategy as relevant.
  • Ensure project compliance to DCA and donor requirements, and reporting.

Reporting

  • Produce donor and internal reports and other program documents (4W, leaflets, etc)
  • Monitor and ensure timely reporting on the implementation of humanitarian-EFSL response activities in CAR.

Capacity building

  • Recruitment, training, capacity development and management of humanitarian & EFSL staff;
  • Provide capacity building and technical assistance to the implementing partners and / or DCA national staff with focus on accountability policy and practice, cash transfer programming, market assessment, NFIs and other areas, as needed.

Internal and external coordination

  • Share relevant information with other departments (Logistics, Finance, Human resources, Program development, others PM, etc)
  • Coordinate as requested by the Country Director with relevant humanitarian fora, national civil society organisations, ACT member agencies, international NGOs, UN agencies, clusters, donors, national and local authorities and other stakeholders.

The posting is an expatriate senior position and a non-family duty station based in Bangui.
Frequent travel to other areas of CAR is to be expected.

We are looking for the following qualifications:

  • A relevant academic qualification, at Masters level or equivalent in development studies, sociology, Humanitarian action, agriculture, rural economy, project management or other relevant topics
  • Minimum 5 years of experience at senior level, preferably in complex humanitarian environments
  • Strong and proven experience in field need assessment (& analysis) and development, proposal and budget development for donors, donor reporting
  • Strong experience / involvement in coordination
  • Fluency in written and spoken French and English
  • Strong communications skills, both spoken and written
  • The ability to mentor, coach and develop staff
  • Experience with fund raising, networking, donor liaison and coordination
  • Strong analytical skills and capacity
  • Strong ability to plan, coordinate and lead processes that include multiple stakeholders and interests
  • Cultural sensitivity and adaptability – experience from the region is an added advantage
