DCA-NCA is recruiting a Senior Programme Coordinator for our Myanmar Country office.
Who are we?
DCA-NCA has been supporting local partner organisations in implementing humanitarian mine action, humanitarian response and human rights projects in Myanmar since 2006. We are now seeking a candidate for the role of Senior Programme Coordinator (SPC) within the Humanitarian Response and Mine Action (HRMA) team.
The SPC is responsible for close coordination with the Head of Humanitarian Response and Mine Action (HRMA) and DCA-NCA Country Director (CD) on day-to-day activities and priorities, supporting DCA-NCA Myanmar field staff and partners on project design, implementation, and monitoring, and will also coordinate with DCA HQ in Copenhagen, Denmark, and NCA HQ in Oslo, Norway, as necessary. The SPC will be based in Yangon but with travel to Shan State and Southeast Myanmar as required, and when possible.
Overall purpose of the job:
The SPC is instrumental in ensuring that DCA-NCA develops high quality project proposals in line with partner priorities, the Myanmar country strategy, and DCA-NCA HRMA policy. The SPC shall support programme development; champion donor compliance; support the coordination of communications activities; provide advisory support to monitoring and evaluation processes; and where relevant, provide capacity building support to DCA-NCA partner organizations.
Depending on applicant profile, the SPC will also be instrumental in rolling humanitarian response activities related to cash programming, participatory approaches to humanitarian response, disability inclusion, and other areas.
Main tasks:
Support to Head of HRMA for fundraising and development of proposals within the strategic framework for HRMA work in Myanmar, as well as reporting to existing donors:

Desired Qualifications:
The posting is a non-family duty station and based in Yangon. Travel to other areas of Myanmar and to Thailand on regular intervals is to be expected. This position is dependent on donor funding. Candidates currently in Myanmar or Thailand are strongly encouraged to apply.

Main tasks:
Support to Head of HRMA for fundraising and development of proposals within the strategic framework for HRMA work in Myanmar, as well as reporting to existing donors:
- Develop concept notes and proposals for new and existing donors, in coordination with partner organisations, the Head of HRMA, DCA-NCA Programme Coordinators and HQ staff; ensure that proposals are developed to donor standards, comply with HQ administrative procedures and are aligned with the capacities of partners and resources.
- Participate in donor liaison meetings and inter-agency coordination forums, such as the Mine Risk Working Group, Protection Sector Working Group, Cash Working Group, and others.
- Seek opportunities to partner with ACT Alliance and other INGOs in broader consortiums.
- Where required, coordinate needs assessments, project design workshops and external stakeholder consultations to support project design process.
- Work with the HQ Global Funding Advisor on in-depth donor mappings and research, and with the Project Development and Research Coordinator in updating Myanmar/Thailand fundraising action plan.
- Day to day project management of donor grants in relation to start-up of new projects, output and outcome monitoring, implementation, finance/admin overview and compliance of donor rules.
- Develop and implement systems for project management to be used by DCA-NCA and partner organisations.
- Support partner organisations in monitoring, reporting, and QA of data as well as identification of training needs and organisational development opportunities.
- Work with the Head of HRMA in mobilizing resources for sudden onset emergencies including utilization of existing grants and fundraising to donors for new grants.
Support to Head of HRMA regarding internal and external communication:
- Produce communication products for donors and DCA-NCA media.
- Support the production of DCA-NCA internal narrative and financial reports including the annual report.
- Any other relevant task as required by the Head of HRMA or CD.
Desired Qualifications:
- Direct experience with cash-based humanitarian response, participatory approaches to humanitarian and development work, such as Local2Global, humanitarian mine action work, Core Humanitarian Standards (CHS) and/or psycho-social support will be an added advantage
- Thorough knowledge of the history and current political context of Myanmar
- Proven strong project management skills
- Proven skills in developing log frames, proposals, budgets and reporting
- Proactive fundraising abilities including strong networking skills
- Capability to analyse complex conflict dynamics
- Fluent in written and spoken English; proficiency in Burmese or other languages used in Myanmar would be welcome
- Experience with mine action/humanitarian donor community, including governments, foundations, and UN organisations.
- Experience of implementing humanitarian response work in conjunction with local partner organizations
