Praktik - Hele Danmark

Background
Oxfam IBIS is improving our risk management approach taking us beyond normal compliance requirements from stakeholders. Driver for this is a more complex financial and programmatic structure including to a greater extent grant programme.

While internal audits remain with a strong compliance and control function, Oxfam IBIS strives to link such efforts with a focus on building capacities and ownership among project managers, implementors and grantees. This is not least the case with large grant-based programmes such as the Education Out Loud programme, a USD 55 mill programme where Oxfam IBIS is the grant agent for the Global Partnership for Education over the 2019-2024 period across 60+ different countries.

Internal audits for Oxfam IBIS involves both proactively assessing risks and proposing measures to address such in project design and monitoring, identifying compliance issues and working with stakeholders including Oxfam IBIS staff /management and Oxfam Country offices to ensure that corrective actions as well as supportive efforts are put in place.

What we are looking for
We are looking for an experienced Internal Auditor (IA), who has extensive experience in operational auditing as well as risk-based approach adding compliance understanding. The IA should have in-depth experience in developing and overseeing audit approaches, developing audit plans, and performing internal audits of programmes and internal procedures. We are looking for an individual with project management skills and who is a professionally qualified auditor.

Regular travel outside of Denmark will be required, equivalent to approximately 12-14 weeks per annum. The post requires that an EU work permit is in place.

Job purpose
The Internal Auditor will undertake strategic and complex audits within a challenging global environment including leading on the design and delivery of new audit initiatives as well as performing audits in complex environments. The individual will also define input to the design and delivery of ongoing risk and control initiatives by providing advisory services to Oxfam IBIS management with objectivity and independence. Risk management updates through identification, escalation, sharing and management will be required periodically. The IA will also be expected to offer compliance support to in-house Oxfam IBIS programmes including the EOL programme through periodic reviews, testing systems in place, technical support for ad hoc compliance requests, including support for strong grant management processes.

These will be designed around defined internal auditing standards, Internal Audit Charter, and Oxfam International risk management framework.
The IA will further develop and maintain a Risk Register in collaboration with the Management of Oxfam IBIS and oversee that proper attention is paid to the risk register including risk assessment handling, and activities.

Together with the EOL Finance Manager, comprehensive grant management processes and anti- fraud & corruption measures for the EOL programme will constantly be developed and audited.

Practical information
Location is Copenhagen, Denmark. Our package is based on the Danish Public sector salary system and dependent on experience. The contract duration corresponds to the project period which currently ends by December 2024. This is a full-time role equivalent to 37 hrs / week.

The role reports formally to the Chairman of Board of Directors of Oxfam IBIS given the independence of the IA position, however with day-to-day reporting lines to the EOL Global Programme Manager and the Director of Operations of Oxfam IBIS, where the position is formally placed.

Key responsibilities
  • Assist in the development of audit strategies, audit plans and programmes in accordance with requirements of the organisation with focus on programme implementation and the inherent financial elements.
  • Maintain and further develop the Oxfam IBIS risk register. Support management in the mitigation and handling of risks.
  • Ensure all audits are planned and conducted in accordance with professional and organisational standards
  • Undertake the design and delivery of new audit initiatives
  • Support the design and delivery of the Control Self-Assessment process as required
  • Undertake special assignments and investigations and undertake more complex and high-level audit investigations
  • Develop professional and constructive working relationships with key managers including senior level managers and be able to challenge when necessary
  • Provide advice, guidance and support on risk and control issues to a wide range of staff and management at different levels of the organisation
  • Produce quality reports with recommendations and ensure reports are reviewed and actioned
  • Take a leading role in the development of new/amended audit processes, specific innovative ways of working and new ideas for reviewing risk and control issues

Skills, experience and knowledge
The successful candidate will demonstrate the following essential skills, and it would be advantageous to demonstrate some or all the desirable skills.

Essential
  • At least 5 years of experience of operational auditing & risk-based approach to reviews and process evaluation
  • Highly developed analytical skills
  • Excellent English language skills
  • Professionally qualified auditor – with CIMA, CISA,CIA, CPA or ACCA or any other internationally recognised certification.
  • Ability to work in challenging environments
  • Excellent negotiating and high-level influencing skills and the ability to challenge internal as well as external stakeholders.


Desirable
  • Experience of project management
  • Experience of working in the INGO sector
  • Other languages advantageous (in particular Spanish / French)
