These 3 goals reflect DCA’s work across the areas of humanitarian response, development and human rights. DCA is known for its rights-based approach and its commitment to work through local partners, which comprises a large portion of DCA’s portfolio of more than 300 projects.
The selected candidate will join the Strategy and Quality Management (SQM) unit at DCA’s Head Office in Copenhagen. DCA is guided by a global MEAL approach, and its global strategy and global results framework. DCA’s nexus approach is drawing on capacities across humanitarian, development and increasingly peacebuilding disciplines, alongside DCA’s core capacities in humanitarian response and mine action. DCA has been CHS-certified since 2017 and works with a structured approach for feedback on its performance against CHS standards. Mobile data collection is common across DCA projects on mainly Kobo Toolbox, but there is ongoing need for support in application of data analysis.
Reporting to the SQM head of unit and working in close collaboration with two MEAL Advisors, the Data Manager and the Reporting and Documentation Coordinator, the selected candidate will play an important role in supporting the development and implementation of DCA’s global MEAL approach, while providing quality technical advice to programme teams across different departments in DCA Head Office in Copenhagen and to country programme teams in DCA countries of operation.

Support the development of MEAL components (theories of change, logframes, results frameworks, MEAL plans, narrative MEAL sections) during proposal development processes with colleagues in Head Office and Country Offices.
Support the development of and set up monitoring and evaluation frameworks at project or programme.
Support DCA staff and partners with ongoing needs for MEAL technical advice at all stages of programme and project implementation.
Assist DCA staff and partners through capacity sharing in the areas of MEAL including the development of indicators, digital data collection, analysis, and interpretation of data for use by decision makers.
Oversee the management of MEAL data systems, ensuring that data is collected, stored, and analysed in a secure and efficient manner. Lead efforts to ensure data quality and integrity, implementing quality assurance processes across all programs.

Support the development and rollout of DCA’s global MEAL approach, standards and related tools and guidance and corresponding training material.
Support in the rollout of DCA’s key outcome indicators as per the Global Results Framework.
Analyze and synthesize data for global annual reporting.
Lead in consolidation and rollout of practices to ensure feedback to and from communities with which DCA works.
Ensure implementation of MEAL procedures and guidelines in country offices.
Support the development and rollout of support and capacity for data analysis across DCA.
Facilitate a culture of learning and knowledge sharing within the organisation and support the integration of lessons learned into program design and implementation.
Participate in testing different MEAL innovations at DCA and scaling them globally to DCA country offices, and partners.
Qualifications and experience:

Post graduate degree in related field to humanitarian/development studies, disaster management studies, statistics, and/or socio-economic research.
Minimum of 5 years of relevant experience in dedicated MEAL roles for humanitarian and development organisations.
Experience in supporting country offices and working with partners at different scales.
Demonstrable knowledge and experience in developing logical design tools and monitoring frameworks.
Demonstrable knowledge and experience in monitoring and evaluation methods, both qualitative and quantitative, participatory and statistical sampling.
Strong analytical skills and ability to interpret data and produce clear and concise reports for internal and external audiences.
Experience with business analytics tools such as Power BI or other relevant statistical analytics tools.
Demonstrable skills and experience in workshop facilitation and training.
Knowledge and experience of working with a rights-based approach.
Excellent communication skills in English is necessary – knowledge of Arabic and French languages is an advantage.
Availability for frequent travels to DCA’s country programmes, up to a maximum of 8 weeks per year.
