Who are we?
The DRC Stand-by Roster is a unit within the International Department of the Danish Refugee Council. For nearly 30 years the DRC Stand-by Roster (SBR) has assisted UN agencies around the world with deployment of experts to fill capacity gaps in humanitarian emergencies with short notice. The DRC SBR is considered a leading partner to eight UN agencies including UNHCR, UNICEF, OCHA and WFP and deploys 200 highly skilled experts every year around the world. The SBR unit is comprised of 10 staff members who is managing five rosters schemes financially supported by Danida, UNHCR, DFID and the EU.
About the job
As Programme & Operations Coordinator in the Resettlement and Registration Roster team you are overall responsible for the administration, management and implementation of two UNHCR grants issued to recruit, nominate and deploy experts within resettlement, BID, RSD, registration and data management to UNHCR operations globally. You work closely with UNHCR focal points in Geneva and in their country operations as well as the 250 members in order to ensure smooth implementation and coordination. You will be in charge of a number of deployments, however the majority of deployments will be facilitated by colleagues in the team. You will attend meetings with UNHCR and other resettlement partners in Geneva 1-2 times a year and also expected to do one monitoring mission a year to visit deployees in the field.
The Programme and Operations Coordinator reports to the Head of the DRC Stand-by Roster but will be working in close collaboration with the rest of the DRC SBR team.
The key duties and responsibilities of this position:
Grants management and implementation of Resettlement Roster and Registration Roster:
- Responsible for the overall coordination of the two deployment schemes and rosters
- Responsible for all aspects of grant management and reporting according to UNHCR guidelines and procedures including monthly and quarterly reporting for both roster grants
- Responsible for annual update of Deployment Partnership Agreement budget and annexes as well as developing proposals for Resettlement and Registration scheme tenders
- Responsible for all administrative tasks related to allocated deployments on the Resettlement Roster throughout the deployment cycle
- Assisting on receiving and publishing deployment requests as well as identifying and nominating candidates for positions for both rosters
HERO database and information management:
- Responsible for maintenance and continued development of the tailormade database HERO including communicating with the service provider, addressing problems and solutions, identifying and testing new functionalities
- Focal point for data extraction, analysis and presentation from HERO including yearly statistical overviews
- Contribute to and/or lead other new initiatives related to information management and system development as relevant
- Develop standards and templates as well as functionalities to support deployment processes
- Responsible for writing and editing text on DRC MyPages
- Responsible for tools and templates for online reporting
Cross cutting:
- In cooperation with the team, develop, maintain and update standards, tools and templates across all rosters
- SBR focal point for coordination and collaboration with DRC Finance Department
Other tasks:
- Support the DRC SBR cooperation and outreach - across the division, DRC proper and externally
- Contribute to the strategic development and direction of the SBR
- Contribute to planning, execution and evaluation of monitoring missions
- Support to coordination and representation of the DRC SBR in relation to the UN and other stakeholders
- Support the implementation of DRC Dynamics (DRC’s new ERP system - finance/HR/supply system)
- Possible other ad hoc and backstopping tasks to be expected
About you
To be successful in this role we expect you to have excellent interpersonal and communication skills and the ability to quickly build report with individuals and groups and to maintain networks. You must be able to work autonomously, to take initiative and pro-actively engage with others. You have to be an agile team-oriented colleague able to handle – at times – intense work pressure. You need to have a strong initiative and be self-motivated, with a strong commitment to humanitarian principles. You are highly competent with IT, data and systems, and actively seek opportunities to streamline and simplify work processes. Moreover, you need to be motivated by working with competing demands under tight deadlines.
All employees should master DRC's core competencies: Communicating, Taking the lead, Collaborating, Striving for excellence and Demonstrating integrity.
Moreover, we also expect the following:
- Solid experience in grants management including financial and narrative donor reporting
- Experience working with financial processes in an ERP system (e.g. SAP, Microsoft Dynamics) is highly desirable.
- Systematic and analytical approach with a high degree of attention to details.
- Good command and interest in financial processes as well as reviewing and analysing financial data.
- Knowledge of the UN, their surge capacity mechanisms and the humanitarian system in general
- Ability to work in a multi-ethnic and multi-cultural environment
- A systematic mindset and good attention to detail and flair for budgets and numbers
- Experience with collecting, analysing and presenting data
- Interest in working with and supporting international experts deployed to humanitarian emergencies
- The ability to work under time pressure with many simultaneous tasks
- Post graduate degree in Social/Political Sciences, International development/relations, human rights, law or another relevant field
- Full professional proficiency in English. French proficiency is an advantage.
We offer
Contract length: Open ended
Workplace: Borgergade 10, in the centre of Copenhagen, near the metro and public transportation.
Start date: As soon as possible.
Salary and conditions: In accordance with the agreement between DRC and the AC Organization. This is a national position for which local terms and conditions apply (relocation or housing allowance is not offered for this role).
Please note that you need to have the right to work in Denmark (through nationality or existing work visa) in order to be considered for this role.
