Are you a senior humanitarian aid generalist who thrives working in an international team supporting Country and Regional operations in the Middle East or the East Africa region? DRC is looking for two Programme and Operations Coordinator (POC) to join the Operations Department at our headquarter in Copenhagen. You will support a portfolio of DRC’s country offices to implement DRC’s project portfolios, manage risks, and mobilize and coordinate relevant stakeholders across DRC to facilitate well-functioning and compliant operations.

Who are we?

The Danish Refugee Council is a leading, international humanitarian displacement organisation, supporting refugees and internally displaced persons during displacement, in exile, upon return, or when settling and integrating in a new place. We provide protection and life-saving humanitarian assistance. We support displaced persons in becoming self-reliant and included into hosting societies - and we work with communities, civil society and responsible authorities to promote protection of rights and peaceful coexistence. We are working in close to 40 countries globally being more than 9.000 staff members and engaging more than 7.500 volunteers.

About the job

Globally unified operationalization of policies, tools and procedures is a key prerequisite for DRC’s decentralized setup globally. The Programme and Operations Coordinator is part of the Operational Support & Implementation Unit in the Operations Department that, in close collaboration with the country and regional operations, promotes a global culture of ethics, integrity and compliance into all our business practices at all levels of the organization.

You will be part of an international team that engage with the country and regional operations and brings the global oversight and support needed to sufficiently mitigate the risks DRC is exposed to globally. You will support Regional Offices (RO) and Country Offices (CO) in identifying and mitigating operational risks and proactively promote and verify that decision-making efficiently aligns with DRCs standards and policies, Code of Conduct, DRC values, national laws and regulations. This entail providing scheduled support and direct training to ROs and COs on the application of DRC’s global Risk Registers (RRs) as well as ad hoc support and oversight of use of the RR as management tool throughout the year.

We are looking for two POCs who can proactively engage with DRC Regional and Country Offices in Middle East and East Africa respectively.

You will become a “super user” of key DRC operational compliance policies, tools and frameworks. As such, key to your function will be to provide direct support, capacity and follow-up to colleagues in the field on DRC’s approach to Risks Management, Project Cycle Management, follow-up to internal audits and various compliance tools.

Another central part of your responsibilities will be support in “case-handling” of operationally complex challenges that arise on a continuous basis in our COs and ROs and follow-up and monitor progress made on operational deliverables coming from internal audits and Code of Conduct reports. You will in coordination with the regional office on a case-by-case basis engage with donors on grants related issues and will occasionally represent DRC in international fora. You will with your operational experience engage in cross-cutting working groups in the organisation, when the expertise is needed.

You will be working directly with your colleagues in ROs and COs to finds solutions to the daily operational challenges we face on the ground and one of your prime liaisons in this endeavor will be the Regional Operations Directors with whom you will spar, coordinate, and collaborate regularly.

With your seniority and maturity, you are able to engage with the Country and regional Operations and provide expert advice and support to the COs/ROs enabling them to ensure overall operational quality and compliance when implementing projects. You will be expected to update yourself and maintain overall operational contextual knowledge and capacity about the countries you assist.

About you

To be successful in this role we expect you to have a strong capacity to manage stakeholder relations and ability to work with colleagues across the organization and to liaise with partners and stakeholders externally. We expect that you have analytical capacities and a thorough understanding of the humanitarian sector and our donors. In the fluid and fast-paced environment in which DRC works, we expect you to thrive in situations of task ambiguity; to spot operational challenges, and to navigate towards solutions in situations that are often unclear. You are expected to support operational compliance with internal and external policies and procedures, while continuously raising the bar to ensure we never become complacent.

Moreover, we are looking for someone who meets the following criteria:

  • A minimum of 7 years’ experience within the humanitarian/development sector - preferably working in different operational functions.
  • At least 3 years of field experience from a country or regional office in a humanitarian/development organization (either as a national staff or as an expatriate) – preferably in a coordinator/ management position. Experience from one or more countries in either Middle East or East Africa is an advantage.
  • Ability to translate operational field experience and capacity into constructive operational support to country offices and regional offices and ability to find tangible and efficient operational solutions to often complex issues.
  • Sound understanding of how the humanitarian system is organized, current developments and risks posed to international NGOs, like DRC.
  • Middle East/ East Africa contextual knowledge is an advantage
  • Sound experience working with donors; fundraising, negotiation and contracting.
  • Excellent communication skills. Proficient in written and oral English.
  • Relevant academic background.
  • Willingness and ability to travel up to 30 days a year to COs and ROs.

Start date: As soon as possible

Salary and conditions will be in accordance with the agreement between DRC and AC (agreement for academics). This is a national position in Denmark for which local terms and conditions apply.
