DanChurchAid (DCA) invites applications for a Risk Education Advisor (REA) for the programme in Mali. This is a non-family position based in Sevare/Mopti, Mali.
The DCA Mali programme is a small programme with 30 colleagues with potential for growth. The activities are wide-ranging and include risk education, non-technical survey, community safety planning, vocational training, cash transfers.
As the REA for Mali you will refer directly to the Country Director (CD) and work closely with the project managers. You will be responsible for the overall planning, implementation and management of all Risk Education (RE) and Non-Technical Survey (NTS) activities in Mali. You will ensure that our RE response is appropriate, relevant, effective, timely, coordinated and complementary. Also, you will play a key role in documenting the outcome of the activities, using information collected by your teams, as well as inputs provided by community members and other stakeholders.

You will be responsible for the overall planning, implementation and management of all Risk Education (RE) and Non-Technical Survey (NTS) activities in Mali. You will ensure that our RE response is appropriate, relevant, effective, timely, coordinated and complementary. Also, you will play a key role in documenting the outcome of the activities, using information collected by your teams, as well as inputs provided by community members and other stakeholders.
Main technical tasks and responsibilities include:
- Operate in accordance with DCA SOPs, and provide inputs for possible updates;
- Plan, prioritize and coordinate all RE and NTS activities;
- Plan and conduct structured staff training on IED/Mine, ERW & SALW Risk Education, survey, participatory learning techniques, communication and facilitation skills, and project management/team building skills;
- Facilitate the accreditation process (organizational and technical) of partner organizations;
- Provide internal monitoring, evaluation and Quality Assurance of RE and NTS activities within the programme through regular monitoring the field activities, ensuring a high standard and compliance with the International Mine Action Standards;
- Ensure that the RE/CL teams are maximising productivity and outputs. Ensure high standard impact monitoring and through data analysis ensure continuing improvement of the interventions;
- Coordinate the ongoing development of RE/CL materials and tools developed by DCA Mali and ensure their dissemination and effective use;
- Coordinate the planning and delivery of ToTs in Risk Education, ensuring high quality of training and follow up monitoring provided by staff;
- Oversee RE resources, including finance and logistics, ensuring that grants are efficiently and effectively used;
- Conduct ongoing liaison with all relevant stakeholders and establish and maintain networks for information exchange;
- Conduct regular and timely needs assessments and gap analyses and advise on new areas of possible intervention. Ensure all date gathered is stored securely and digitally;
- Produce internal and donor reports and facilitate the develop of concept notes and proposals;
- Represent DCA in sector/cluster, interagency, donor, and local authority meetings, as relevant and necessary.
Additional responsibilities include:
- Contribute to culture of excellence, continuous improvement and performance optimization across all projects;
- Be a role model for diversity and inclusion, as well as a positive role model for contributing to the team spirit.
We are looking for the following qualifications:
- A relevant academic qualification, at Master level or equivalent in development/conflict studies, sociology, project management or other relevant topics;
- Minimum 3 years’ experience at senior level, preferably in complex humanitarian environments;
- Extensive knowledge of Risk Education and Non-Technical Surveys a requirement;
- Thorough understanding of IMAS and IMSMA forms a requirement;
- Strong spoken and written communications skills. Fluency in written and spoken English and French
- Experience in needs assessment in emergency and development, donor reporting and proposal writing;
- Experience providing leadership, supervising staff, and coordination with other programme staff
- Strong analytical skills and capacity
- Cultural sensitivity and adaptability–experience from the region or similar context is an added advantage
