Danish Red Cross is engaged in fragile context in Africa, Middle East, Europe and Asia where we address humanitarian needs and contribute to ensuring that vulnerable people live healthy, safe, dignified lives and that they are resilient to crises and disasters. We operate through and in partnership with the National Red Cross or Red Crescent Societies in the respective countries. We have country offices in 17 countries with a varying size of country programme and portfolio. The country teams have sizes from 4 to 60 staff members. In 2023, the budgeted expenditure of the international engagement of the danish red cross is 800M DKK.

As roaming Country Manager, you are expected to deploy to contexts when a gap occurs. For instance, when there is a gap between an out-going and an in-coming country manager or during longer leaves of a country manager. The deployments are expected to vary from 1 months to 4 months and can be on short notice. When not deployed (or having leave) the Roaming Country Manager will be inworking from Copenhagen as part of the Operations Unit with tasks related to support to the operation.

Responsibilities
The responsibilities of a Roaming Country Manager are from the outset the same as for a long-term Country Manager: to ensure that the Danish Red Cross supported Country Programme and partnerships are implemented in line with the Danish Red Cross International and Country Strategy, Danish Red Cross Standard Operational Procedures, donor requirements and guidelines.

Depending on the situation in the country, the focus of the mission will vary, but can include:

  • Setting the strategic direction of Danish Red Cross engagement in country, hereunder implementing the country strategy
  • Overall management and development of Danish Red Cross supported portfolio in the country, including monitoring implementation and removing impediments
  • Overall country budget responsibility
  • Building and shaping an effective, cohesive, and motivated Danish Red Cross Team in country (national and expatriated staff).
  • Representing Danish Red Cross and sustaining strong Partnerships with the National Society in country; ICRC, IFRC, Partner National Societies (PNSs) and other partners and stakeholders (Danida, ECHO, EU; private sector; national organisations etc.)
  • Supporting capacity and national society development efforts towards the Host national Society
  • Drive Danish Red Cross Communication efforts and take the lead in fundraising efforts
  • Providing strategic leadership to the Danish Red Cross led consortiums
  • Operationalizing organizational priorities in country (incl. supporting the RCRC Movement’s efforts to promote a more harmonized programme approach aligned with New Ways of Working Initiative)

Experience and qualifications
You have a minimum of 10 years of solid experience in humanitarian and development project management, with at least 5 years of management experience:

  • Strong leadership capacity
  • Proven expertise with team and staff management
  • Adaptive and risk management skills
  • Proven experience with overseeing multi-sectoral and multi-partner programme portfolio with solid project cycle and financial management experience
  • Experience with grant application modalities, proposal writing and reporting procedures
  • Prior experience with the Red Cross Red Crescent is a necessity
  • Solid fundraising, donor-partnership and consultation capacity (ECHO, EU, and ministries of foreign affairs, foundations, private sector)
  • Demonstrated understanding of the localization agenda
  • Excellent communication, coordination as well as networking and facilitation skills
  • Ability to work in changing and challenging environments
  • Excellent English speaking and writing capability, while French and Arabic is an advantage pending context

Employment ConditionsThe ideal starting date is 1 January 2023, and the length of the contract is 18 months with the possibility of extension. The base salary including all allowances and pension payment will be between DKK 46,000.00 and 49,500.00 per month, depending on qualifications and experience. When deployed salary and allowances will be adjusted to the country of mission.

The contract is Copenhagen based with an expected minimum of 3 missions of approximately 3 months per year.
