Are you concerned about the increasing pressure and attacks on human rights and their civil society defenders? Then you share that concern with us at DCA, and we are committed to do something about it. Increasingly difficult operating contexts in many fragile and developing countries require us to continually reflect on and refine our engagement to promote human rights and counter shrinking space for civil society and human rights defenders.
To do so, our Human Rights Based Approach to humanitarian and development programming must be sound enough to be applied across contexts and agile enough to cater for the multitude of circumstances under which we work. That’s not easy, so we are looking for a new colleague who is ready to take up that challenge together with colleagues from across DCA. If you think that this could be you, then read on!
The position
DCA pursues its three global goals; Save Lives, Build Resilient Communities and Fight Extreme Inequality based on cross cutting commitments to a Human Rights Based Approach (HRBA), Gender Equality, Religion and Development as well as with a strong focus on Partnerships.
To ensure that our cross-cutting commitments are clearly defined, understood and applied across the organisation, the Senior Advisor position becomes integral and sits at the center of internal and external networks. You will lead on supporting and strengthening DCA’s country programs, our strategic direction and global advocacy within your field.
Your position sits within the Programme, Advocacy and Learning (PAL) Unit of the DCA International Department, reporting to the Team leader for Programme Support. The overall goal of PAL is to ensure that DCA maintains its abilities as a relevant, knowledgeable, innovative, and consistent organisation that delivers high quality interventions in the pursuit of our international goals.
You will be part of a unit that sits at the center of developing the organisation’s global approaches. Daily, you will work with a wide range of skilled colleagues from across DCA in Denmark and our 19 country offices. During the first year we will be looking for you to support us in a ‘health check’ of our HRBA, collecting evidence of our application of the approach, developing a new strategy and guidance for future engagement, and figuring out how we more effectively engage in the challenge of shrinking space — and probably much more that you will recommend.
Roles and responsibilities
The position will be formed according to the current needs of our organisation and operations, your skills and experiences, as well as those of other colleagues, and we will allow the position to evolve over time.
Bring knowledge into action:
- Co-facilitate and nurture the work of DCA Functional Teams and communities of practice
- Monitor global trends, how they develop, assess the relevance for DCA and connect with local ideas and developments in DCA country programmes.
- Engage and link with relevant networks, research institutions and internalise knowledge from these into DCA.
- Review and document best practices and methods from programmes and projects for continued improvement, documentation, and learning.
Support Country Programming
- Provide technical support to DCA country programmes and projects on concept design, implementation and evaluation of projects and programmes.
- Participate in and support the country programming cycle.
Develop/Update DCA Policy Frameworks and Action Guides
- Based on learning, evidence and documentation, develop and update DCA policies and action guides that country programmes can use in design and implementation of programmes and projects.
Global Competence and Capacity Development
- Develop learning tools and approaches for DCA staff and partner capacity development and learning.
Support strategic financial resource mobilisation
- Based on cooperation with other DCA units, stay updated on policy priorities for relevant global donors and assess relevance for DCA’s programmes.
- Provide technical quality assurance to larger, strategically important concept notes and full applications
Global Advocacy
- Ensure a strong and multi-faceted DCA/ACT voice in key debates and decision-making forums central to DCA strategic priorities.
- Participate in relevant networks and working groups to support the advocacy goals of DCA within your field of expertise.
What we are ideally looking for from you
- 10 years of proven experience with relevant thematic disciplines and approaches (e.g. human rights, Human Rights-Based Approach, human rights defenders, civil society space, gender and inequality etc).
- Sound understanding and knowledge of relevant frameworks, approaches and mechanisms, including experience with a Human Rights-Based Approach
- Good understanding of global civil society, human rights organisations/network and human rights defenders, including in the Global South.
- Good understanding and experience of working with civil society space as a broader discipline covering programme activities and advocacy efforts
- Proven experience in an advisory role as well as experience with development programming and/or advocacy.
- Experience supporting programme work with partners from the Global South is an advantage
- Ability to lead informally and motivate colleagues from various technical backgrounds as well as a strong drive and commitment to getting the job done.
- Cultural and faith sensitivity, strong communication and diplomatic skills, with the ability to build relations both within and outside of DCA.
- A relevant tertiary academic education at Master level and fluency in English – oral as well as written. French is an advantage.
- An interest in travelling to DCA countries between 4-8 weeks per year.
