Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a highly qualified Senior Consultant who will help shape the future of the support structure for entities in PPE that are managing projects directly out of DRC’s headquarters in Denmark.

It is important to notice that this is a new position, which means that the content of the role will be further developed and defined as part of the work done by the position itself. It is the ambition and vision of the PPE management that an actual project support unit will be established over time. Please note that as a Team Leader you will not have management responsibilities for direct reports but the role includes technical team coordination.

About the job

The Programme, Policy and External relations Department (PPE) is managing a portfolio of global projects counting app. 70 grants, 150 staff members and 60 subgrantees/partners. The projects are managed by different divisions and units in PPE. Project support services within finance, procurement and human resources are partly delivered by the relevant specialist support departments in DRC’s headquarter and partly by PPE staff. The Senior Consultant for project support is a new position. As a start, your main role will be to facilitate and enable project implementing entities in PPE to manage projects according to DRC’s and donors’ standards for quality, accountability and effectiveness. Your focus is on financial project management, grants management, procurement and HR administration, and includes the development of processes and policies enabling sustainable structures and workflows for an efficient functioning of Implementing HQ. You will also support the Director of PPE by coordinating the key budget events for the department during the year. Finally, you will be expected to solve concrete tangible issues across relevant departments for the project implementing entities, based on needs.

Your will achieve this through creating strong collaboration mechanisms between the support functions and the project management functions, and make sure that obstacles and challenges are addressed via good and constructive dialogue; You will also help the business entities in PPE align the conduct of business to the standard business processes of project administration in DRC and in DRC Dynamics. Organizing and conducting training, sparring and experience exchange within PPE will be some of the main tools in your toolbox.

Your main duties and responsibilities will be to:

  • Develop and maintain systems and procedures for overall portfolio management across PPE project/programme entities
  • Develop and maintain master budget for the portfolio, including cost allocation key for shared support services
  • Support project managers in contract negotiations with donors on adequate coverage of support costs and other contractual matters
  • Ensure efficient project kick-off and closure processes for projects
  • Manage external audits for PPE projects in close cooperation with the project managers and relevant support functions
  • Training and support to project management staff on relevant issues of project administration and dynamics processes
  • Facilitation and coordination of internal exchange of experience and mutual support
  • Stakeholder coordination and management related to PPE line management and Support functions management
  • Alignment of selected business processes across the department to standard business processes in Dynamics
  • Facilitation and support to the formulation and prioritization of change requests to the DRC Dynamics Governance structure, from PPE project implementing entities.
  • Day to day problem solving for PPE project implementing entities

About you

To be successful in this role we expect you to have the patience of an elephant, the energy of a squirrel and the skills of an octopus. Your ability to build good working relations, find solutions to challenges and maintain structure when complexity lurks, will be your most important assets. Moreover, we also expect the following:

Required

  • Educational background preferably in financial management, administration or similar.
  • Minimum 3 years of experience as a senior project support function in a DRC office, with emphasis on finance and
  • grants management, or comparable experience from another organisation.
  • 5 years of practical experience with donor funded project administration and contracting
  • In depth experience with ERP system supported work processes or with DRC Dynamics business processes Experience from coordinating or leading multi-stakeholder development processes
  • Demonstrated negotiation and facilitation skills

Start date: 1 September 2021, or as soon as possible here after

Salary and conditions will be in accordance with the agreement between DRC and HK or AC (depending on education). If AC, the candidate is hired at “Specialkonsulent” level. This is a national position for which local terms and conditions apply.
