Are you looking for an opportunity to lead humanitarian and mine action interventions in one of the world’s most challenging contexts? Can you lead an established programme to excellence and growth, and ensure quality and accountability?
As our new Head of Programmes (HoP), you will lead the DCA country programme team of 4 Project Managers, and you will inspire the strategy of the programme. You will be responsible for nurturing relations with national authorities, donors and other stakeholders, as well as for identifying fundraising opportunities.
DCA CAR Programme
DCAs programme in CAR has opened in 2015. DCA CAR seeks to contribute to the protection of life and dignity in the Central African Republic by reducing threats to communities’ safety resulting from armed violence and conflict and by improving their access to economic opportunities and psychosocial support and by advocating for equal human rights. Programme activities include vouchers (for food), seeds and tools distribution, cash for work, NFIs distribution, risk education, armed violence reduction, income generating activities, psychosocial support, capacity building of national civil society organizations.
We apply a people-centered approach to tackle interlinked humanitarian and security needs, and aim to build positive relationships between communities, authorities and institutions, to improve community safety and encourage the development of local economies. At the center of our work is our belief that local communities are the best agents of change.

Key responsibilities of the Head of Program include:
- Represents projects within the Country Management Team
- Manages all Projects Managers and the Monitoring & Evaluation Unit
- Ensures quality of overall programme activities through guidance to Project Managers
- Ensures a solid and rigorous monitoring and evaluation system is in place
- Plans project assessments, reviews and evaluations
- Is responsible for programme development, coordination and synergies
- Identifies and assesses new programme and funding opportunities
- Negotiates with donors as required in conjunction with CD
- Writes strong concept notes/project proposals in close cooperation with relevant colleagues
- Ensures donor compliance and adherence to DCA policies
- Is overall responsible for meeting internal and external deadlines including the development of quality donor reports
- Is responsible for necessary project budget revisions in coordination with the Head of Finance
- Ensures the introduction of an Emergency Response Mechanism
- Deputy CD when relevant
We are looking for the following qualifications and experience:
- A relevant academic qualification, at Masters level or equivalent
- Minimum 4 years of experience at senior level, preferably in complex humanitarian environments
- Experience with fundraising (EU, ECHO, UN, etc), networking, donor liaison and coordination
- Experience of project cycle management
- Strong programme implementation experience and the ability to make things happen under trying circumstances
- Skills and experience in monitoring and evaluation
- Good command of resilience and nexus (link emergency to recovery and development)
- Fluency in written and spoken French and English
- Strong communications skills, both spoken and written
- Proven ability to mentor, coach and develop staff, and create a conducive working environment
- Strong analytical skills and capacity
- Cultural sensitivity and adaptability – experience from the country or the region is an added advantage
