Background to Education Out Loud
Oxfam IBIS took up the role as EOL grant agent in April 2019 and the programme is implemented primarily through a Global Management Unit (GMU) based in Copenhagen, and 4 Regional Management Units (RMU located with Oxfam offices in Ghana, Mexico, Nepal and Uganda respectively each supporting a list of partner organisations in the wider sub-regions. Altogether EOL comprises of 22 positions with 5 being based in Denmark.
What we are looking for
We are looking for an experienced Finance Manager to manage the financial part of the Oxfam IBIS’ EOL Grant Agent role in close collaboration with the EOL team. The Finance Manager will have ultimate oversight of all budgeting, forecasting, disbursement, accounting and invoicing of all programme funds. They will ensure GPE’s funds area safeguarded through robust reporting and examination, working closely with the RMUs and the rest of the Global Management Team.
Based in Copenhagen, the candidate will require a good knowledge of International Financial Reporting Standards, and have experience of managing finances of complex programmes. The candidate will need to be a Qualified Accountant or Finance Manager with experience of developing and implementing financial processes, policies and templates. Regular travel outside of Denmark will be required, equivalent to approximately 10-12 weeks per annum in order to support Regional Management Units in their grant management responsibilities.
This position is a maternity cover for one year.
Job purpose
The Finance Manager will be responsible for managing financial aspects of the global EOL programme, finances, and ensuring that financial management at global and regional levels is carried out in accordance with internal processes and recognised financial standards, and meets GPE’s requirements. The successful candidate will work closely with Regional Finance Managers in the Regional Management Units (RMUs) to oversee budgetary cycles, monitor programme expenditure, and resolve problems.

Location is Copenhagen, Denmark. Our package is based on the Danish public sector salary system as well as conditions in our house agreement. The position is a full time role equivalent to 37 hrs / week. The role reports on a day to day basis to the EOL Global Programme Manager while formally placed in the Operations department with reference to Director of Operations. By this you will benefit from the team work from the Oxfam IBIS controller group.
The post will involve travel outside of Denmark – typically 10-12 weeks/year. The post will require an EU work permit including post Brexit.

- Managing global programme finances, ensuring that financial management at global and regional levels is carried out in accordance with internal processes and recognised financial standards
- Designing and implementing financial processes, policies and templates as required
- Working with Regional Finance Managers in RMUs to oversee budgetary cycles, monitor programme expenditure, and resolve problems
- Building capacity of Regional Finance Managers and ensure teams are adequately supported
- Preparing global finance reports for the Management Committee
Skills, experience and knowledge
The successful candidate will need to demonstrate the following essential skills, and it would be advantageous to demonstrate some or all of the desirable skills.
Essential
- Bachelor’s degree in accounting, financial management, business administration, or relevant field
- At least 5 years’ experience in financial project management
- Experience and skill in budgeting, project accounting and financial reporting procedures for large, international programmes
- Knowledge of budgetary processes in INGOs and experience working directly with local NGOs to build financial capacity
- Ability to liaise with donor agencies and national government agencies
- Strong verbal and written communications skills in English.
- Proven ability to analyse and synthesise complex issues
- Demonstrated ability, tact, and sensitivity in working across institutional boundaries, business units, and teams in an effective and productive way
- Excellent computer skills, including expert knowledge of Microsoft Excel
Desirable
- French and Spanish language is an advantage.
