Introduction
The Youth Participation and Employment (YPE) program addresses the crucial challenges of youth economic exclusion and lack of civic inclusion of youth. Funded by the Danish Ministry of Foreign Affairs (MFA), YPE is part of MFA’s ‘Danish-Arab Partnership Programme’ (DAPP). Established in 2003, the vision of DAPP is to promote a democratic, prosperous and stable Middle East and North Africa (MENA) region through partnerships between Danish and Arab actors. The YPE focuses on involving young people in their countries’ development and strengthening employment opportunities and entrepreneurship in inclusive ways. Youth participation is crucial for reducing inequalities as well as for including young women, young people from rural and urban areas, youth with disabilities and other marginalized groups of youth.
To obtain a more diversified and complete overview of formal and informal youth-led groups, organisations, platforms and initiatives relating to economic participation of youth in the MENA region, the YPE program is embarking on a youth mapping research, as set out in the Terms of Reference. To lead the mapping process, and coordinate and consolidate the research processes in the four countries involved (Egypt, Jordan, Morocco, and Tunisia), we are now looking for a Youth Research Coordinator for the period November 2020 – March 2021.
Purpose and objectives
The purpose of the Youth Research Coordinator consultancy position is to lead and coordinate the implementation of the Youth Mapping, in order to ensure that the process runs smoothly and reaches its objectives. In particular, the objectives of the position are to:
Coordinate the national processes in all individual countries involved: Working closely with national research teams, monitor and oversee the national mapping processes, ensuring cohesion between country research teams in terms of approach and findings and keep an overview of the process and outcomes.
Mapping of regional youth groups and actors operating beyond borders: Investigation into regional youth groups and actors operating beyond borders.
Consolidate the findings: in consultation with country research teams synthesise and make sense of the research findings, to arrive at one overall synthesis report including overall findings, conclusions and recommendations from across the four countries and regionally.
Identify and document lessons learned on the overall mapping process: light evaluation and assessment of the entire mapping process.

Profile of the coordinator
We are looking for a dynamic young person under the age of 30 based in the Middle East and North Africa region who is a leader and change maker in their community or networks. We are looking for a creative and positive young person with strong project management skills and strong knowledge on youth engagement who can make things happen.
You possess experiences from coordinating research and have knowledge on a range of methodologies and data management. You have proven experiencing in report writing. Your working language will be English; knowledge of Arabic and French are essential. You need excellent intercultural communication skills and excellent skills to network both internally (within Oxfam) and externally (with youth networks). You know how to manage people and have a strong ability to motivate teams and young members of different teams. You also need strong computer skills, excellent organisational skills and ability to handle multiple tasks in a dynamic environment simultaneously. You have a clear vision on applying feminist principles. You will have a strong understanding of safeguarding principles when working with young people, including data protection and informed consent.

Role and tasks of coordinator
I: Overall coordination
- Coordinate and update periodically and on demand with the YPE initiators (in particular Oxfam IBIS and Oxfam Novib) in order to ensure links with and relevance for the YPE project and related (youth engagement) processes.
- Provide administrative support in the implementation of the plan including narrative reporting.
- Support the design of the structure/methodology for the online kick-off and training workshop and support with facilitation and note-taking during the workshop.
II: Coordinate the national processes in all individual countries involved
- Participate in the recruitment of the national research teams (consisting of a young social networks and a young technical researcher) and Youth Consulting Boards.
- Act as focal point for the four national research teams, being available to provide support in thinking, acting and organising.
- Ensure and monitor implementation by country research teams according to timelines, objectives and guiding principles and provide steer where necessary. Where needed, collaborate with and keep informed Oxfam country office focal points.
- Ensure cohesion between country research teams in terms of approach and findings and keep an overview of the process and outcomes.
III: Mapping of regional youth groups and actors operating beyond borders
- Where relevant, identify gaps in the mapping process especially where they go beyond the scope of the national research teams, e.g. in terms of youth groups operating in several countries (including beyond the four countries involved) or regionally, with an impact in one or more of the four countries involved.
- Suggest methodologies to incorporate this in the research.
- Coordinate or carry out the implementation of this methodology.
IV: Consolidate the findings
- Lead in the design of the research framework for the analysis of the data and structure of the report including organising and facilitating an online meeting to discuss and agree on the framework.
- Collect outcomes of the national and regional mapping processes and store them systematically on Box for further consolidation, analysis, and sense making, adhering to all relevant data protection policies.
- Lead the production of the research report through different iterations, a brief or Power Point to enable the presentation of the main findings, and the organisation and facilitation of online discussion(s) on draft versions of the report.
- Support the design of the structure/methodology for the final (face-to-face) meeting to discuss final draft and do the network analysis, and support with facilitation and note-taking during the meeting.
V: Identify and document lessons learned on the overall mapping process
- Produce a learning note on the entire process.
Deliverables
The specific outputs are:
- An elementary inception report including methodology and work plan on the approach and scope of the mapping.
- A synthesis report including overall findings, conclusions and recommendations from across the four countries and regionally.
- A summary of the main findings in the a presentable format (e.g. brief or Power Point).
- A number of cases to share results from the country reports and be used for initial communication purposes.
- An actor list of young individuals and (informal) youth groups and actors, also mapped through a network analysis on a diagram with-in the wider ecosystem within which they operate.
- A learning note on the process.
Profile of the coordinator
