Who are we?
The Danish Refugee Council, one of the world’s leading humanitarian NGOs, is looking for a highly qualified global advisor to play a key role in its Global Economic Recovery Team, within DRC’s International Department in Copenhagen.
This is an exciting time to join DRC, where the organisation is in the process of rolling out its 2020 strategy, a process led by the International Department’s Programme Division. DRC’s strategic vision is to become an ever-stronger advocate for and provider of solutions to forced displacement – by offering contextually relevant and comprehensive responses for affected people in all stages of their displacement. Supporting Economic Recovery is a cornerstone of DRC programmes globally. Economic Recovery-oriented programming is integrated across DRC’s three programmatic platforms (Responding to Emergency; Solutions to Displacement; and Addressing Root Causes to Conflict and Displacement); it combines a range of different types of interventions, all ultimately aiming at recovering, protecting and enhancing vulnerable people’s economic wellbeing following a crisis or shock, and wherever possible supporting their graduation to self-reliance and sustainable and resilient livelihoods as one part of a genuinely durable solution.
The Global Advisor, Economic Recovery – Cash & Voucher Assistance Lead provides targeted strategic and technical support to DRC operations as a core member of DRC’s Global Economic Recovery Team. The position sits within the wider Programme Division. The Division’s role is to ensure the development of operational and programmatic policies and standards for DRC’s international work, based on the organisation’s principles for quality and accountability; amongst others it supports individual DRC operations in meeting external and internal standards, has overall responsibility for facilitating strategy and policy development processes within DRC’s International Department, and provides programme-related technical advisory and support to DRC country and regional operations.
The Global Advisor, Economic Recovery – Cash & Voucher Assistance Lead reports to the Head of Programme Division, and works in close collaboration with DRC’s Global Advisor, Economic Recovery – Livelihoods Lead.
About the job
The Global Advisor leads or co-leads on a set of specific thematic areas and work streams – within DRC’s Economic Recovery sector, and also specifically as the organisational lead for Cash and Voucher Assistance modalities. She or he also either leads or jointly contributes to a series of cross-cutting strategic and programmatic areas of focus prioritised by the Global Economic Recovery Team and wider DRC Programme Division.
This is a unique opportunity to join a lean, collaborative and pro-active team; and with the space to further develop, adapt and innovate as appropriate.
Key responsibilities for this position:
1. Strategy and policy: internal and external
- Contribute to the further strategic and programmatic development of DRC’s Economic Recovery sector, including interfacing between Economic Recovery and DRC’s overarching Response Framework and its three programmatic platforms (Responding to Emergency; Solutions to Displacement; Addressing Root Causes)
- Advise country and regional operations on their strategic uses, planning and design of cash-based basic needs and emergency-oriented assistance, via remote and in-person support, and based upon relevant assessments and key stakeholder consultations
- Lead on global Cash and Voucher Assistance/programming-related proposal development; assist DRC regions and countries on resource mobilisation in relation to institutional fundraising as required
- Support relevant global initiatives (e.g. programme, policy, advocacy, research) in further defining DRC’s Economic Recovery profile; represent DRC externally in relevant technical, policy and advocacy forums and communities of practice
2. Operational
- Serve as DRC’s global lead for Cash and Voucher Assistance (CVA). Priorities include:
- Cash-based programming in emergency response – including organisational strengthening of the basic needs approach
- DRC’s organisational cash preparedness, and uptake of digital payments
- Interface with Global Supply Chain: Financial Service Provider Global Framework Agreements; roll out of DRC Operations Handbook Cash Transfer Services Procurement Policy and Procedures with country and regional teams
- Developing DRC’s organisational tracking of cash and voucher assistance
- Support to CVA-related organisational risk management
3. Programmatic: Technical advice and support
- Technical advice and support to DRC field-based regional, country or emergency teams across the project cycle (assessment, design, set-up, implementation, monitoring, learning and reporting) to ensure high quality, timely and accountable needs, preferences and market-based economic recovery programming on behalf of IDPs or refugees, and their host communities – via remote support, field support missions, facilitating exchanges, etc.
- Specific areas of focus:
- Support to countries and regions on designing integrated and/or multi-sectoral programming with economic recovery (basic needs to early recovery and livelihoods) components and outcomes
- Modality selection/due diligence: deepen DRC country operations’ ability to undertake robust assessment and modality selection (across cash, and vouchers – alone, or in combination with other assistance modalities such as in-kind assistance, service provision or infrastructure); systematically further embed and build capacity for the use of DRC’s Assessment and Modality Due Diligence (MDD) tool
- Focal point for multipurpose cash for basic needs, based on multi-sectoral needs assessment and the Basic Needs Approach (BNA); and sector-specific CVA support – for livelihoods interventions; and as appropriate for other sectors where DRC operations require cash and voucher-based programming support
- Supporting targeted humanitarian market assessment and analysis to deliver market-based programming
- Monitoring and evaluation: as requested, support best practice process and outcome monitoring to measure programme quality, and evaluations e.g. on impact, cost-effectiveness and relevance
- Participation and accountability: support DRC operations using cash and voucher assistance to increase the participation of and their accountability to populations of concern
4. Resources, training and learning
- Actively co-convene DRC’s Global Economic Recovery Network across country, region and HQ staff – including hosting webinars on particular topics; and organising and facilitating annual Economic Recovery Network events
- Capacity building: provide training materials in line with global interagency and internal DRC resources; design, organise and co-facilitate country, regional and HQ strategic and technical workshops/trainings for DRC and partners’ staff as required
- Resources: Ensure institutional knowledge management, including co-curating DRC’s Economic Recovery Toolbox and resources, and deliver targeted provision of relevant policy, standards, resources, guidance and tools to country and regional operations
- Learning: Contribute to DRC’s internal learning processes on Economic Recovery and on Cash and Voucher Assistance, including by collecting, compiling and sharing DRC best practices, and ensuring cross-country consistency in programming approaches
- Liaise and collaborate with other DRC priority initiatives (v2025 Strategy or other) as required
Any other responsibilities, as agreed with the Head of Programme Division, and collaboratively with Economic Recovery colleagues.
About you
To be successful in this role we expect you to have significant experience with international humanitarian and/or development organisations, and demonstrable experience working on Economic Recovery including Cash & Voucher Assistance programming in contexts of forced displacement.

Experience
- Significant and demonstrable experience in providing high quality in-person and remote cash and market-based programming technical advice and support to country programmes or operations, across the project/programme cycle, including strong ability to apply a theory of change approach
- Demonstrable experience working in complex institutional environments – and developing close working relationships remotely, and internally Knowledge
- Excellent and up to date knowledge of Cash and Voucher Assistance across core concepts, and technical and methodological best practice
- Strong understanding of CVA global policy debates, and recent trends and developments in research, evidence, and programme innovation
- Strong and practical knowledge of market assessment and analysis, and proven ability to support development of market-based programming
- Good understanding of emergency and (early) recovery livelihoods support interventions, and of integrated programming – including the Graduation Approach, and interfaces between emergency (and increasingly cash-based) responses with both livelihoods and protection programming Skills/Competences
- Strong skills in humanitarian programme assessment, response analysis and modality selection, set-up/design, implementation, and MEAL
- Strong knowledge of monitoring and evaluation methodology, and processes suitable to document the effects of cash and voucher-based programming
- Demonstrable capacity building skills – including specifically with design and facilitation of impactful and contextually-adapted trainings and workshops
- Excellent oral and written communication skills, including concise writing/drafting, and engaging presenting and facilitation
- Demonstrable problem-solving skills, as well as the ability to take a flexible, creative and innovative approach when needed
- Proven ability to work independently as part of a small team, and to form close working relationships with a diverse range of colleagues
- Highly motivated and hard-working, with strong attention to detail
- High degree of flexibility; willingness to deploy at short notice, to insecure environments, and to operate in a physically demanding working environment
Education:
- Master’s degree in development or humanitarian studies, economics, political science – or other relevant higher education
Languages:
- English: fluent spoken and written
- Ability to work in French is a strong advantage
We offer:
Contract length: Contract for 1 year, permanent
Work place: Copenhagen or other DRC Regional Office of Representation
Start date: Interviews will be held on a rolling basis, with a starting date no later than September 2019.
Salary and conditions will be in accordance with the relevant terms of employment, depending on the location of the position. If the position is based in Copenhagen, the terms will be based on DRC’s agreement with AC, and the position will be a national position for which local terms and conditions apply. Please note that for Copenhagen as workplace you need to have the right to work in Denmark (through nationality or existing work visa).
