Background
Oxfam IBIS’ ‘Inclusive Peace building portfolio places an emphasis on the meaningful involvement of women and youth in peace negotiations and broader peace building processes. In addition to supporting programmatic initiatives at country and regional level with this focus, Oxfam IBIS also seeks to engage both in research and advocacy on issues related to women, peace, and security, as well as youth, peace, and security, respectively. In the context of the 20th Anniversary of UN Security Council Resolution 1325 and the launch of Denmark’s 4th National Action Plan on Women, Peace, and Security expected in 2020, Oxfam IBIS has played an active role in coordinating civil society inputs and engaging with the relevant Ministry counterparts. The current staff member leading on this work will shortly relocate to Mali to take up a position with UNDP. In that context, Oxfam IBIS is seeking to recruit a WPS Program Advisor to continue this work.
The position is funded through to 31st December 2020, with the possibility of extension subject to additional funding.

Key Tasks
- Support WPS programmatic activities in identified countries, including as it relates to women’s mediation and women’s led peace building initiatives at community level, together with partners and associated Oxfam Country Offices;
- Lead on WPS-related policy, advocacy, and influencing efforts involving the Oxfam IBIS Inclusive Peace building team, both in Denmark and with relevant Oxfam International campaigns and offices, including in relation to the 20th Anniversary of UNSCR 1325;
- Lead efforts to draw out and take stock of lessons learned, challenges, opportunities and successes of Oxfam’s programmatic engagement on the WPS agenda, focusing on the peacebuilding- and peace process related components of the WPS agenda (and less on those related to security sector, etc.), and to critically reflect on the nature of support provided by national/local actors by external actors;
- Coordinate and liaise with Oxfam IBIS, MFA, and other stakeholders regarding civil society engagement in the design of the forthcoming Danish National Action Plan on WPS, and to coordinate efforts to ensure ongoing civil society involvement in the implementation and monitoring of the next NAP;
- Collaborate and liaise with other relevant networks on WPS, such as the Danish Network of Women Nordic Mediators and Network for Conflict Prevention and Peace building;
- Engage on cross-Oxfam efforts to strengthen understanding and advocacy on linkages between inequality and conflict, including through working with relevant colleagues at regional and country level, and across relevant campaigns;
- Provide secretariat support to the coordination of the Danish Network for Conflict Prevention and Peace building, overseeing the implementation of relevant grants and resources on behalf of the Network.
The Program Advisor will work closely with other members of the Inclusive Peace building team and Policy counterparts to complete these tasks, as well as relevant colleagues in other Oxfam offices, civil society partners, and Government and UN counterparts, as appropriate.
Competencies - You have completed a relevant higher education program, such as a master's degree program;
- You have relevant experience undertaking research or being involved in programmatic work related to peace building, conflict/ fragility;
- You are a creative, strategic thinker that can work independently and together on a common goal;
- You have a sharp pen and can convey complicated matter in a simple and straightforward way;
- You can have specific knowledge about some of the development policy issues we work with, such as peace building, development policy and framework conditions, including those related to women, peace, and security, and the youth, peace, and security agendas;
- Written and spoken fluency in Danish would be a significant asset.
