Oxfam IBIS has ambitions to grow and mobilize resources through more strategic donor partnerships that build closer technical and policy cooperation with donor agencies. The annual turnover has grown from approx. 30 m EUR to more than 45 m EUR with funding coming from a range of donors such as Danida, the European Union, Sida, Swiss Development Cooperation, Norad, the Global Partnership for Education and foundations. Oxfam IBIS is responsible for the partnership with Danida and other Danish funding agencies on behalf of the wider Oxfam Confederation. While we fundraise for development and humanitarian projects globally, most of Oxfam IBIS programs are focused on West and East Africa, Latin America and the MENA region.
The institutional funding strategy and goals are owned by the institutional funding unit consisting of three positions with responsibilities for the different donors divided between them depending on capacities, experience and strategic priorities. We are looking for a partnership advisor & funding manager for the institutional funding unit to work with bilateral and multilateral donors. The exact portfolio will be agreed based on the incoming candidate’s capacity and experience – you will be able to shape your position and inform the direction.
We see resource mobilization and fundraising as an integrated part of how we work. Fundraising processes are a collaborative effort between program and policy advisors, financial controllers and fundraisers based in offices in partner countries and Copenhagen and as our new partnership advisor & funding manager you will work closely with Oxfam colleagues worldwide on a daily basis.

The position will refer to the International Programme Director and be part of and coordinate closely with Oxfam IBIS’ s Institutional Fundraising Unit, which is part of the Program Quality, Innovation and Funding team.
Conditions for the employment
The workplace will be in Copenhagen at Oxfam IBIS’ headquarters. Some travel can be expected.
Salary and working conditions are based on present collective agreement. Pay grading will be based on the level of experience.
Starting date: May 1st, 2020 or earlier.

The job - key responsibilities and tasks
- Lead and support a deepening of partnerships between donor agencies and Oxfam, both in partner countries and in Denmark and advice on donor engagement. This includes setting up meetings between technical experts from Oxfam and agency staff;
- Strengthen awareness and capacities in Oxfam around donor priorities, requirements as well as modalities of work through capacity development and continuous dialogue with country office and Oxfam affiliate staff;
- Manage proposal and bid development according to needs: from advice and quality assurance to actual proposal writing. This can include facilitation of proposal writing and project kick-off workshops;
- Maintain management information systems of Oxfam IBIS’ fundraising efforts and manage risk to Oxfam reputation through assessments of funding opportunities and recommendations to the Senior Management Team;
- Administrative support to proposal development and contract signing – due diligence, proof reading, compliance assessment, etc.;
- Undertake capacity development of colleagues in partner countries and Denmark in terms of donor engagement, proposal development, funding modalities and compliance;
- Lead and facilitate the bridging between Danida and internal priorities in collaboration with technical advisors in Oxfam IBIS. For example, we are currently undertaking a mapping of private sector collaboration ideas for further business development;
- Research, analyse and follow Danish funding trends and priorities and communicate/advice on strategic entry points and opportunities to teams within Oxfam IBIS and partner countries.
We are looking for a candidate with the following qualifications
- Deep understanding of strategies and programme cycles of donors such as Danida/Danish MoFA, the European Union, Sida, Swiss Development Cooperation, Norad. Maybe you have worked for one of them?
- Excellent program development and proposal writing skills; knowledge of grant management and compliance. Ability to advise colleagues on these issues.
- Good track record of building and nourishing successful donor partnerships. We would be interested to hear your successful examples.
- Attention to detail when needed and at the same time be able to maintain overview of multiple simultaneous processes. Systematic approach to work.
- Demonstrated experience of driving internal processes to timely and quality delivery of results. It can be a proposal development process, the organization of a workshop or a specific business development initiative.
- Knowledge about trends in the donor market such as triple nexus, private sector partnerships, working in consortia and new funding mechanisms such as fund management and commercial tendering. Previous hands-on experience with such funding mechanisms and/or private sector collaborations considered an advantage.
- Motivation to navigate in – and lead – complex processes with many stakeholders in a multi-cultural environment. Capacity for easy relation building, coordination and taking initiative.
- Graduate degree in political science, business and politics, development studies, or similar areas and a minimum of 5 years working experience. Perhaps you have experience from working in a country/field office?
- Fluency in English. Fluency or proficiency in Danish, French and/or Spanish will be considered an advantage.
