Consultancy position
This is a remote-based consultancy for 25-30 days up until March 2021 with one trip to either Tunisia or Denmark or potentially both.
The objective is to develop Code of Conduct and reporting procedures for 5 well established local NGOs across Africa and the MENA, as well providing trainings and optimizing GAME’s own CoC systems
GAME, a top 150 INGO, based in Denmark, and its partners in Tunisia, Jordan, Ghana and Somaliland are developing a Code of Conduct that extends the framework of GAME’s existing child protection policy to include protect from sexual exploitation and abuse and sexual harassment (PSEAH) and anti-corruption. We will use a participatory design thinking methodology and an experimental approach to develop a platform for action to prevent abuse and misconduct. Co-design is one of the core methods within this approach, meaning that target groups and local stakeholders are at the centre of attention in development processes.
Working with vulnerable children and youth as target group we have an obligation to strengthen our organisations’ abilities to safeguard and respond to potential violations of child rights, to raise awareness of how to act on misconduct and to create a safe culture for reporting violations. Safeguarding refers to the policies and processes that an organisation puts in place to prevent and respond to harm carried out by staff or those working on our behalf.
We are committed to preventing any form of sexual harassment, exploitation and abuse (including child abuse and adult at-risk abuse) and responding robustly when these harms take place.
Objective
To support the co-creation of 5 partnering local NGO’s Code of Conduct and reporting procedures, and facilitate trainings of staff.
Scope of work and expected outputs
To support the five local NGOs to ensure they are able to prevent and mitigate the risk of corruption, sexual exploitation and abuse and sexual harassment and other safeguarding and ethics concerns relating to their staff and beneficiaries through:
1. Planning and supporting an analysis of partners’ practices and observed risks related to safeguarding and anti-corruption or other sector- and context specific risks. The analysis will provide the basis for a common understanding among partners of problem and goals. The analysis will include online interviews with staff, volunteers and stakeholders, and will be conducted along with staff from GAME or partnering organisations.
-Output 1: Summary of analysis with recommendations for policies on anti-corruption, SEAH and other areas of safeguarding to include in the Code of Conduct.
2. Training of staff on anti-corruption, PSEAH, child protection (refresher) and safeguarding to provide them with a knowledge basis to engage with communities and volunteers in co-creation sessions to contextualize the policies to target groups and local contexts.
-Output 2: one or two online training sessions
3. Advise the organizations on setting up reporting procedures and response systems, including procedures for handling and investigating anonymous complaints.
-Output 3: Draft of reporting procedures to be reviewed of the organizations’ boards.
4. Contribute to a template for workshops with local staff, volunteers and community stakeholders conducted by GAME and partners. The purpose is development of a code of conduct, training materials and reporting mechanism that are contextualized, effective and accessible to our target groups.

Expected Timeframe
The work is estimated to 25-30 work days and is to be undertaken between October 2020-march 2021.
Duty Station
Flexible since most activities will be conducted online. At least one travel to either Denmark or Tunisia will be included.
Qualifications
• 3 + years experience in developing or overseeing International anti-corruption standards, PSEAH and Safeguarding Standards and/or Child Protection Standards {required}.
• Experience in training and facilitation {required}.
• Experience in policy development {preferred}.
• Experience in reporting procedures development {required}
• Fluency in English {required},
• Proficiency in French and Arabic {preferred}.
• Love of Sports and/or S4D programming {preferred}
