ActionAid Denmark (AADK) is a growing and ambitious organization with a team of dedicated professionals, who are consistently working on creating change in 45 countries throughout the world and addressing the structural causes of poverty and inequality. AADK is member of ActionAid International and our tax justice activities are carried out in close coordination with other ActionAid affiliates (AA).

Our new Tax Policy and Program Manager

In this position, you will lead the tax matters within AADK global advocacy program on Tax and Gender Responsive Public Services (GRPS) and represent AADK in ActionAid International’s Tax Working Group; the Group consists of tax experts from different AA countries, supports country level tax advocacy and capacity building, and coordinates regional (including the AU and the EU) and global advocacy for tax justice. You will also represent ActionAid International in international networks and institutions. You will also be the tax expert in the ActionAid Corona response group on tax justice.

Lastly, you will task manage two global/regional tax advisors located at AA Mozambique and AA Nigeria.

The position refers to the Policy Director of AADK and is based in the Policy Lab, a small team dedicated to policy advocacy in the nexus between international and national advocacy. The position has a cross reference to AADK International Programme & Policy team and AAI GS Fiscal Justice officer; and collaborates with AADK Campaigns & Communications Teams as well as other relevant teams.

You should expect 40 travel days per year.

Accountabilites within Global tax program and international advocacy:

  1. Advocacy

  • In close coordination with the Tax Working Group contribute to advocacy strategies, planning and implementation targeting international institutions and stakeholders like the AU, UN, World Bank, IMF, EU, OECD.
  • Link international advocacy activities to national level agendas and engage national partners in international/regional advocacy when possible
  • Represent AAI and AADK in international networks and institutions.
  • Participate and contribute to relevant seminars, conferences and public debates on tax and development.
  • Engage in direct communication and advocacy with policy makers and other stakeholders.

  1. Programme management and development

  • Lead the continued strategic development of the AADK tax component of the Global GRPS & Tax programme in close collaboration with the AAI Tax Working Group, AA Country Offices and relevant AADK programme and policy colleagues.
  • Quality assurance of programming, budgeting and reporting from ActionAid International to AADK.
  • Manage tasks of two regional tax advisors.
  • Provide inputs to the tax advisors activity plans and ensure they support tax programmes and advocacy of relevant AA countries.
  • Contribute to the strategic design of the next Strategic Partnership Agreement with Danida on Tax

  1. Cooperation and strategy

  • Lead, jointly with the Fiscal Justice lead, the AAI Tax Working Group, providing technical inputs, contributing to the strategic direction of the group, co-organising workshops, meetings and events.
  • Participate as tax expert in the AAI CREST Tax Advocacy Group (Corona response working group on Tax).
  • Write and/or sign of policy briefs, position papers and research reports when delegated by AAI or AADK.

Accountabilites within Policy and Technical Support to national tax programs

  • Participate in relevant meetings and reviews concerning national GRPS & Tax policy and programmes issues.

The job requires that you demonstrate:

  • Strong policy advocacy skills and experience from policy advocacy processes, preferably from working in the global south.
  • Competences to communicate a complex matter to partners and facilitate their engagement and advocacy work.
  • Competences with programme and project cycle management, incl. experienced budget responsibility.
  • Ability to create a solid overview of complex subject matters and organizational structures and strategic priorities.

In addition, you have:

  • Excellent communication, coordination and networking skills, including the ability to communicate very specific and in-depth thematic information to persons with different professional backgrounds, creating insight in and support of the area.
  • Strong intercultural understanding and diplomacy ensuring your ability to build confidence and trust with relevant partners.
  • Experience navigating in complex settings and a preference for informal work environment with committed professionals and room for humour.
