Who are we?
The Safety, Risk & Compliance Secretariat comprises a variety of operational and compliance functions. The Secretariat hosts the Safety Unit, Risk Management, and several Global Specialists, working within selected risk and compliance management areas in DRC’s international operations. The primary responsibilities of the Secretariat are to provide the organisation with high-quality support and gatekeep all areas on, Safety, Risk & Compliance management policies, and systems and training that allows prioritization of compliance and risk management efforts.
The Secretariat works towards this objective by facilitating the identification of risks across the organisation, be the custodian for policies, procedures, and tools developed to handle risks. The work of the Secretariat enables DRC governance to pursue opportunities and organizational objectives where identified risks are managed. The Secretariat provides direction, support, and training within the existing Safety, Risk & Compliance management frameworks and assures their continued consolidation and development.
About the job
You will be employed by headquarters and provide policy advice and technical assistance to country operations; be the custodian for the Humanitarian Access Operational Principles and Guidelines and help to build capacity throughout the organisation to strengthen DRC’s ability to operate in complex environments. You will be our leading voice in global discussions on humanitarian access and will be the global focal point for advocacy related to humanitarian access. You will work closely with colleagues across the program division, operations, safety, and risk management, to continue developing an integrated approach to humanitarian access.
Key duties and responsibilities:
- Lead the development, dissemination, training and application of field-oriented tools, techniques, and guidelines to develop and sustain humanitarian access in areas affected by displacement. Ensure awareness of global strategies and standards.
- Coordinate closely with regions, country programs and emergency teams to arrange and oversee the necessary support. Provide remote and on-site technical support and assistance when required, supporting the design, development, and delivery of humanitarian access strategies, including deploying a senior capacity to oversee missions in high risk or new contexts.
- Provide support and technical leadership to colleagues deployed on missions, including mentorship, training, and expert technical guidance.
- Ensure ongoing monitoring, research, reflection, analysis, and evaluation of the effectiveness of humanitarian access strategies, missions, technical assistance and training and the learning and integration of lessons identified.
- Lead and coordinate DRC’s global advocacy work related to humanitarian access in close collaboration with regional and country directors and external relations.
- Monitor and report on the overall situation of humanitarian access across programs and contribute evidence and advice to global policy and advocacy strategies.
- Document and share organizational learning on access in DRC via access network across the organisation.
- Provide expert advice and guidance to management and leadership on strategy and planning related to humanitarian access, including, among other things, humanitarian negotiation, civil-military coordination and engagement with armed groups.
- Liaise and coordinate with partners and centers of professional development and excellence in delivering training and learning programs and identifying opportunities for collaboration.
About you
To be successful in this role, we expect you to have extensive experience working in humanitarian contexts and a well-grounded and mature understanding of the complexities of delivering humanitarian assistance in the 21st Century. Moreover, we expect you to have:
- Sound knowledge of INGO operations and the international architecture that governs humanitarian aid, peace and security and comprehensive practical experience of humanitarian principles applied both strategically and in operational planning.
- Understanding how the global normative framework underpins humanitarian access and key thematic issues such as civil-military coordination, engagement with armed groups, and/or community engagement and government authorities.
- Knowledge and practical experience of context and conflict analysis, developing humanitarian access strategies and humanitarian negotiations, and access processes such as risk management, program criticality, remote management and/or complex supply chains a decisive advantage.
- A track record as a strong communicator and have considerable experience in planning and policy work, working both independently and collaboratively, and used to leading work in both headquarters and country operation settings.
- Excellent analytical and writing skills, including experience presenting complex information clearly and succinctly.
Required
- A minimum of seven to 10 years working in humanitarian contexts, including multi-dimensional contexts where aid, politics and security intersect.
- Experience working in several different regions.
- Experience working in international non-government organizations.
- Direct experience working to address humanitarian access constraints.
- Managed and/or implemented humanitarian assistance and/or protection assistance in complex emergency settings.
- Experience in strategy development, operational planning and working across sectors or disciplines.
- Experience coaching and build the capacity of colleagues in a multinational staff setting.
- Fluency in English (Oral and written)
Desirable
- Experience negotiating humanitarian access or designing humanitarian negotiations.
- Experience working in or closely with humanitarian coordination structures.
- Experience developing related policy or undertaking academic research.
- Proficiency in French and/or Arabic and or Spanish.
We offer
Contract length: Permanent
Workplace: Copenhagen (desired, but other locations can be negotiated)
Start date: September
Salary and conditions will be in accordance with the agreement between DRC and AC or HK. This is a national position for which local terms and conditions apply.
