DanChurchAid (DCA) and Norwegian Church Aid (NCA) Joint Country Programme in Palestine (JCPP) is recruiting an
Advocacy Officer (JPO) position
DCA/NCA is looking for highly motivated and qualified individual for the role of Advocacy Officer (AO) to contribute to the attainment of the Joint Country Programme (JCP) objectives. The purpose of the role is to lead on developing and implementing the JCPP’s international advocacy efforts in close collaboration with the Country Director, the Programme Team and DCA’s and NCA’s advocacy advisors in Copenhagen and Oslo. The AO will work closely with partners of the JCPP including human rights organisations and organisations who work with vulnerable communities to strengthen their resilience and capacity to influence the policies and practices affecting their lives. The AO has an important role in supporting the JCPP management and partners operating in a context of shrinking space for civil society.

Major Responsibilities:
  • Revise, strengthen, and implement the JCPP’s advocacy strategy involving partners, technical experts, and national actors where appropriate. Ensuring that Palestinian voices and the voices of target communities are central to the DCA/NCA’s advocacy, campaigning, and media work.
  • Support partners implement their advocacy and communication strategies at national and international level. This includes but is not limited to support and quality assurance of an ongoing EU project including advocacy trips to the EU and ensuring successful delegation visits to Israel/Palestine.
  • Manage contracts with JCPP human rights / advocacy partners in-country and internationally.
  • Ensure close coordination with DCA and NCA HQs and support the advocacy activities that will be carried out in Denmark and Norway by HQ staff.
  • Develop and cultivate strategic relationships with other agencies engaged in advocacy and policy work in / on the Palestine.
  • Represent DCA/NCA in external advocacy coordination forums. This includes active participation in ACT EU Middle East Working Group, the AIDA Advocacy Working Group and in connection with the Humanitarian Country Team.
  • Undertake a range of lobbying, communications, and other activities to inform and persuade policy makers, including donors and politicians, of the value of DCA/NCA’s policy recommendations.
  • Perform any other duties as assigned.

Key qualifications / Experience expected/ Education:
  • Master’s degree in political or social sciences, journalism, or another relevant field
  • At least 3 years advocacy experience, preferably in a humanitarian or development environment, no more than 4 years of total work experience
  • Strong understanding of international human rights law and international humanitarian law
  • Experience of influencing and advocacy work including lobbying, policy development and information provision in humanitarian issues.
  • Proven skills in media and communication work, including interviews on Radio and TV.
  • Demonstrated ability to develop and lead research, surveys, and other activities oriented towards developing positions and evidence base.
  • Fluency in Writing and Presentation skills in English
  • Fluency in Danish or Norwegian
  • Cultural awareness and ability to build relationships quickly with a wide variety of people being mindful of the high risk settings
  • Experience working for an international humanitarian organization in the Middle East, andExperience with programmes, programme development, proposal writing, or implementation.

An Added value to have:
  • Experience in coordination of various stakeholders a plus.
  • Experience solving complex issues through analysis.
  • Knowledge of Arabic and other language is a strong asset.
  • Has a strong international network within advocacy and policy settings.
  • Understanding of the issues concerning the INGO sector with an in-depth knowledge in communications, marketing and/or fundraising.
  • Understanding of UN and donor operations at country level.
  • Valid driving license.

  • Duration:One-year contract will initially be offered. Possibility of renewal based on performance
  • Contract Type: JPO contract according to DCA’s JPO Handbook - Full time (35 working hours/week) The applicant must not be more than 35 years old
  • Employment categories: the position is a non-accompanied position
  • Starting Date: Autumn 2021
