COWI Global Advisory provides financial and economic analyses as well as policy studies within the sectors of environment, transport, water, energy, climate and urban development.

COWI is currently consortium leader or partner in a number of Framework Contracts with different Directorate Generals of the European Commission and different Departments of European Investment Bank. Through these we assist and contribute with thematic and methodological expertise to evaluations, impact assessments, technical studies and economic studies covering all steps of the policy development cycle and the project preparation cycle for operations, technical assistance and investments in EU 27 and third countries benefiting from EU financial support.

We provide high quality advice to our customers building on the solid technical expertise of our consulting engineer business, which counts more than 8,000 employees worldwide. In our growing Framework contract market, we are currently looking for an experienced project manager to join our team in Brussels to coordinate the management of on-going Framework contracts and strengthen its marketing and tendering activities.

The work areas will comprise a combination of project management and marketing related activities:

  • Primary responsibility will be to assist the management day to day operations of COWI's Framework Contracts with (by order of priority) DG INTPA; EEAS; SADC; EIB, DG REFORM, DG GROW and DG MOVE
  • Increasing EU prequalification and tendering for Technical assistance and/or studies contracts

In this position, you will become part of a growing team of professionals, dedicated and experienced consultants, project managers and specialists working from Brussels and with a close relation with colleagues in our office in Lyngby - Denmark. You will experience the pulse and dynamics of the consulting business and gain experience in working with different international clients/ donors throughout the project cycle in the most diversified work environment.

On a day-to-day basis, you will be responsible:

Framework contracts activities:

  • The primary responsibility is to coordinate the management of day-to-day operations under ongoing FWCs with the EC and EIB
  • Assist the Project Coordinators and Project Managers of COWI Belgium when required
  • Receipt, registration and distribution of incoming requests according to Consortium procedures
  • Identification and evaluation of experts’ CVs, hiring and management of freelance experts
  • Preparation and Quality Assurance of offers to be submitted, together with the project budget
  • Communication and follow-up of ongoing assignments with Client and Consortium partners
  • Monitoring deliverables submission and responsible for the successful financial and administrative closure of the projects
  • Maintain FWCs success rate
  • Ensure compliance with COWIs Internal Procedures

Business development activities:

  • Identification of projects opportunities
  • Assisting during the preparation stage of large pre-qualifications and proposals
  • Preparation of marketing material, e.g. project references

Profile requirements:

We are looking for a project manager who combine high professional standards with strong social competences and a keen professional interest in the management of projects funded under framework contracts.

To succeed in this position, you should have:

  • University Degree (e.g. Agronomy, International relations, Law, Economy, Environment, Geography, etc)
  • Minimum 2 year of experience working with European Union and EIB contract procedures
  • Minimum 2 year of experience working with FWCs
  • Understanding of EU policies, rules and procedures related to contract and budget management of external aid projects as well as internal EU policies
  • Knowledge of EU procurement rules (PRAG, EU Financial Regulation) will be an asset
  • Previous experience in working with EU framework contracts assignments is an asset
  • Ability to handle and perform similar kinds of tasks and situations that are specific in terms of objective and content, and that require search for solutions within an area of known alternatives
  • Fluency in English and good command in French are a minimum, other languages is a must
