The Danish Refugee Council (DRC) is looking for an experienced Programme and Operations Coordinator (POC) for the Division of Africa and Americas in the International Department to focus on programme support, operational compliance and risk management for DRC’s North Africa operations.

Please observe that due to an organisational adjustment in the Division, the responsibilities listed below may change as part of the process of defining roles and responsibilities.

Main tasks and responsibilities

The successful candidate will be part of the Division for Africa and the Americas, consisting of 10 colleagues working with 19 country operations across Africa and the Americas. These country operations are managed under regional structures. The North Africa region comprises Libya, Tunisia, Algeria and Sudan with a regional office in Tunis.

DRC is a leading protection agency across the region, providing assistance to refugees, the internally displaced and irregular migrants to access basic services, food security and livelihoods, shelter, non-food items and cash-based interventions. DRC moreover engages in humanitarian mine action and community safety in Libya and Tunisia led by DRC’s mine action unit DDG. DRC advocates for evidence-based and contextually relevant policies and approaches to the challenges of mixed migration across the region.

The POC is the primary entry point of DRC’s North Africa operations to HQ. The POC takes a proactive and supporting approach to ensure that the programmes operate in compliance with DRC’s standards, guidelines and commitments, and that priorities and strategic objectives are agreed and pursued. The POC works closely with the Junior Programme Coordinator for North Africa as well as supporting and advisory functions such as in HR, finance, safety and programme specialists.

More specifically, the POC will:

  • Translate and apply global policies and procedures to the operational context, as well as to shape and inform global policies.
  • Advise on and ensure the application of DRC policies and procedures for operational compliance, strategic development, grants and risk management.
  • Oversee that DRCs Global Risk Management Framework is systematically followed and ensure that risk mitigation measures are identified, implemented and escalated.
  • Pro-actively support and promote that the programmes are operating in accordance with relevant guidelines and minimum requirements as well as are pursuing opportunities relevant for the region.
  • Maintain overall knowledge of the North Africa operations in order to respond comprehensively and appropriately to internal and external country specific inquiries.
  • Perform monitoring and support missions to the North Africa operations (3-5 times annually) to ensure progress against agreed objectives, standards and commitments.
  • Promote and support operations in ensuring that proposals and reports to donors are characterised by timeliness, compliance and high quality.
  • Mobilise and coordinate technical support from programme and support functions at global level.
  • Upon request, engage in global initiatives and quality assurance of global operational processes.
  • Provide operational support to the Senior Management Teams in the North Africa operations. Other

  • In general, contribute to the daily co-operation with other departments as well as to the development of strategies, policies, operational priorities and professional standards within the whole of DRC.
  • As part of a team, cover for colleagues and perform other tasks when required.

Profile and qualifications

You are a flexible and team-oriented colleague able to handle at times intense work pressure, tight deadlines and ad hoc demands. Towards the field, you have a service-minded approach and you are keen to build strong working relations, while at the same time being pro-active and persistent in our shared pursuit for high level of quality and compliance. Your experience allows you to take initiative and operate with a high degree of independence.

Specific qualifications

  • Relevant and qualifying educational background.
  • At least 3 years of full-time employment applying tasks related to the above.
  • At least 5 years of experience in the international humanitarian sphere preferably from both HQ and field employments.
  • Understanding of the humanitarian system and of the approaches and priorities of DRC’s key institutional donors such as EC/ECHO, Danida, UNHCR, UNMAS, DFID and US donors.
  • Strong writing credentials and experience in reviewing proposals and reports.
  • Analytical capacity within risk management.
  • Systematic and analytical approach with a high degree of attention to details.
  • Experience in developing and applying tools and systems.
  • Good command and interest in reviewing financial data and compliance.
  • Ability to plan, co-ordinate and lead processes that include multiple stakeholders and interests.
  • Full proficiency in English, both spoken and written.
  • Proficiency in French is an advantage.

Terms

Salary terms are in accordance with the agreement between DRC and AC. The successful candidate is requested to start as soon as possible. Duty station at DRC HQ in Copenhagen.

Please note that you need to have the right to work in Denmark (through nationality or existing work visa) in order to be considered for this role. This is a national position on which local terms and conditions apply (relocation or housing allowance is not offered for this role).
