DanChurchAid (DCA) invites applications for an experienced Emergency Response / Early Recovery Coordinator for its Syria program. This is a non-family position, based in North East Syria.

As the Emergency Response & Early Recovery Coordinator (ERC) for the Syria Programme you will report directly to the Head of Programme and be responsible for the overall planning, implementation and management, as well as the achievement of the goals and objectives, of emergency response and early recovery activities and projects in Syria. This includes ensuring projects are implemented in line with donor proposals and requirements and in accordance with Humanitarian Principles and Core Humanitarian Standard, and play a key role in representing DCA including liaison with humanitarian actors, local authorities and all other relevant stakeholders.

You will work in a potentially hostile and arduous environment. You will therefore need to demonstrate a positive and self-motivated attitude. Conditions in Syria require a cool head, an ability to multi-task and work under tight deadlines and a great deal flexibility.

About the role:
1. Activity Implementation

  • Provide technical support for the planning and implementation of emergency response and early recovery activities and projects, these activities may include: cash transfers, vocational training, shelter rehabilitation, school rehabilitation, NFI distributions, and cash for work schemes;
  • Work closely with finance department to ensure budget lines are spent in a timely manner and all supporting documentation is collected and stored securely;
  • Ensure administrative and financial procedures are followed according to Donor and DCA guidelines;
  • Monitor progress of project implementation and, if necessary, revise project activities and workplans in coordination with the HOP / CD;
  • Help ensure protection and gender is mainstreamed in all programme projects and activities;

2. Proposal and Strategy Development

  • Explore new and exciting funding opportunities to link emergency humanitarian response to early recovery and other programme areas of intervention, including mine action, psychosocial support and the reintegration of returning child soldiers;
  • Conduct regular and timely needs assessments and gap analysis to feed into strategy and proposal development;
  • Contribute to the development of high-quality proposals for ER activities, responding both to needs and stakeholder feedback;
  • Work with ER field teams, HOP and the CD in development of an ER strategy that contributes to the larger strategy for the country office as a whole;

3. MEAL & Reporting:

  • Lead the development and follow up of monitoring plans for all ER activities;
  • Work with the MEAL team to ensure impact monitoring is conducted regularly and to a high standard, with feedback from beneficiaries and other stakeholders feeding back into the project cycle;
  • Produce internal and donor reports and work closely with the HOP to develop concept notes and proposals;

4.Coordination

  • Ensure all ER activities are in line with Working Group (cluster) guidelines and coordinated with other humanitarian actors in the area of intervention;
  • Ensure achievement of synergies between the emergency response and early recovery activities implemented under the general programme strategy;
  • Represent DCA in sector/cluster, interagency, donor, and local authority meetings, as relevant and necessary;

5. Management

  • Manage Field ER and Shelter teams across 3 offices;
  • Undertake technical assessment of ER staff, teams and activities;
  • Prepare and conduct structured capacity building plan and trainings;

Additional responsibilities include:

  • Contribute to culture of excellence, continuous improvement and performance optimization across all projects;
  • Work in accordance with DCA values and humanitarian principles;
  • Maintain effective working relationship with other members of the programme;
  • Be a role model for diversity and inclusion, as well as a positive role model for contributing to the team spirit.

Applicants must have the following qualifications and experience:

  • University degree in education, conflict studies, development studies, social sciences, or relevant experience in positions of progressively greater responsibility in conflict/post-conflict settings.
  • At least 4 years of relevant experience in similar positions.
  • Experience providing leadership, supervising staff, managing multiple complex projects portfolio.
  • Proven coordination and liaison skills, with the ability to coordinate several projects simultaneously.
  • Ability to maintain flexibility in an environment where change or revision to contexts, projects and planning is regular.
  • Working experience or a developed knowledge of working in Middle East desirable.
  • Computer literacy essential including proficiency in Excel, Word, Power Point, etc.
  • Fluency in written and spoken English is essential. Knowledge of Arabic would be highly advantageous.
