Background
Oxfam IBIS is improving our risk management approach taking us beyond normal compliance requirements from stakeholders. The driver for this is a more complex financial and programmatic structure including to a greater extent grant project.
As an example of this Oxfam IBIS in 2019 took up the role as Education Out Loud (EOL) grant agent with a Global Management Unit (GMU) based at Oxfam IBIS offices in Copenhagen, Denmark, and 4 Regional Management Units (RMU located with Oxfam offices in Ghana, Mexico, Nepal and Uganda respectively each supporting a list of partner organisations. Altogether EOL comprises of 22 positions with 5 being based in Denmark.
A part of the EOL process was the requirement of establishing a new position as independent Internal Auditor (IA) for Oxfam IBIS with a specific task of internal audit of EOL. More information on EOL can be found at www.educationoutloud.org.
What we are looking for
We are looking for an experienced IA, who has extensive experience in operational auditing as well as risk-based approach adding compliance understanding. The IA should have in-depth experience in developing and overseeing audit approaches, developing audit plans and performing internal audits of programmes and internal procedures. We are looking for an individual with project management skills and who is a professionally qualified auditor.
Regular travel outside of Denmark will be required, equivalent to approximately 10-12 weeks per annum in order to support Regional Management Units in their internal process grant management responsibilities.
Job purpose
It is expected that the IA will undertake strategic and complex audits within a challenging global environment. This includes leading on the design and delivery of new audit initiatives as well as performing audits in complex environments. Secondly, the individual will also define input to the design and delivery of ongoing risk and control initiatives including strong grant management processes in Copenhagen and in the Regional offices.
These will be designed and delivered in accordance with defined internal auditing standards, Internal Audit Charter, the defined Oxfam International risk management framework.
Together with the EOL Finance Manager comprehensive grant management processes and anti- fraud & corruption measures with constantly be developed and audited.
The IA will further develop and maintain a Risk Register in collaboration with the Management of Oxfam IBIS and oversee that proper attention is paid to the risk register including risk assessment handling, and activities.
Practical information
Location is Copenhagen, Denmark. Our package is based on the Danish public sector salary system as well as conditions in our house agreement. The contract is for three years with the possibility for extension. The position is a full-time role equivalent to 37 hrs / week. The role reports formally to the Chairman of Board of Directors of Oxfam IBIS given the independence of the IA position however with day-to-day reporting lines to the EOL Global Programme Manager and the Director of Operations of Oxfam IBIS, where the position is formally placed. You will be placed in the EOL working group in Copenhagen.
The post will beforehand require an EU work permit including post Brexit.

Key responsibilities
- Assist in the development of audit strategies, audit plans and programmes in accordance with the requirements of organisation with focus on programme implementation and the inherent financial elements. By this supporting the development of a more mature risk culture within the organisation
- Ensure all internal audits are planned and conducted in accordance with professional and organisational standards
- Support the design and delivery of the Control Self-Assessment process as required with regard to EOL
- Undertake special assignments and investigations and in particular undertake more complex and high-level audit investigations
- Develop professional and constructive working relationships with key managers including senior level managers and be able to challenge when necessary
- Provide advice, guidance and support on risk and control issues to a wide range of staff and management at different levels of the organisation, especially in regard to EOL RMUs
- Support the continued development of the Oxfam IBIS Risk Register owned by the Management Group
- Produce quality reports with recommendations and ensure reports are reviewed and actioned
- Take a leading role in the development of new/amended audit processes, specific innovative ways of working and new ideas for reviewing risk and control issues
- Initiate and support investigations in case of Fraud & Corruption among partners
- Report to the Chairman of Board on a yearly basis
Skills, experience and knowledge
- The successful candidate will need to demonstrate the following essential skills, and it would be advantageous to demonstrate some or all of the desirable skills.
Essential
- At least 5 years of experience of operational auditing & risk-based approach to reviews and process evaluation
- Highly developed analytical skills
- Excellent English language skills
- Professionally qualified auditor
- Ability to work in challenging environments
- Excellent negotiating and high-level influencing skills and the ability to challenge.
Desirable
- Experience of project management activities
- Experience of working in the INGO sector
- Other languages advantageous (in particular Spanish / French)
