As a Global Humanitarian Advisor, you will provide technical support for our humanitarian operations. This includes advising and mentoring DCA staff and partners on core humanitarian competencies (humanitarian principles and standards, support MEAL systems design and implementation, project implementation, learnings, etc) as well as deepen staff and partners’ specific technical capacities in cash programming and group cash transfer from a nexus approach. As this is a combined strategic and operational role, the successful candidate will have hands-on experience in their technical sector of specialization and be motivated to combine this with strategic leadership of the cash programming field together with DCA’s country offices, local and global partners, and other technical leads in the HRMA unit and beyond.

The Global Humanitarian Advisor’s role is to ensure that the humanitarian response capacity of DCA and its partners is relevant aligned with updated international standards and enables the implementation of quality humanitarian programs in fragile and development contexts. A special focus will be on group cash transfer (GCT) and survivor and community-led responses (sclr), modalities. DCA is strongly positioned globally to implement through GCT and sclr approaches.
Additionally, the Global Humanitarian Advisor will contribute to the development, roll out and monitoring of policy and implementation guidelines based on programmatic evidence and sectoral best practices. This may include technical policy guidance, supporting the development of country-specific strategies and general contributions to organisational development based on your updated humanitarian knowledge.

The successful candidate will have a proven track-record in technical capacity development, strong interpersonal skills, and feel comfortable networking with various stakeholders both internally and externally. It is important for the role-holder to understand guidelines from institutional donors, such as ECHO or USAID/BHA, and know how to support country offices and partners in operationalizing them.

You will work closely with other Global Humanitarian Advisors, humanitarian coordinators, and technical advisers working on cash and markets, mine action, protection, conflict prevention & peacebuilding, women’s economic empowerment, resilience, and climate change, as well as various staff in our countries of implementation.
The position reports to the Head of the HRMA Unit as part of DCA’s international department. The position is based in DCA’s Headquarter in Copenhagen, Denmark. Some travel is expected in this position to DCA countries, but not for extensive periods (between 5-10 weeks a year).
As a humanitarian non-profit organisation, the salary for the global advisor position follows the levels of the Danish state AC collective agreement (“Overenskomst for akademikere i staten”).

  • Develop, harmonise, and disseminate relevant sector-specific tools and guidelines;
  • Contribute to shaping organizational positions and evidence on topics relevant to the sector through good practices cases, advocacy, and research around our humanitarian response;
  • Identify opportunities for strengthening the sectoral approach in DCAs programs through, for example, stronger multi-sectoral collaboration, innovation, external networks;
  • Help design and deliver capacity sharing activities for DCA’s staff and partners in DCA country programmes to understand and deliver high quality humanitarian response programming;
  • Facilitate cross-organisational learning.

  • Cultural sensitivity and ability to adapt quickly, strong communication and diplomatic skills, with the ability to build relations both within and outside DCA;
