Who are we?

The position sits within the Programme Division (PD), part of the Strategy, Programme and Learning (SPL) Department. The PD’s role is to ensure the development of operational and programmatic policies and standards for DRC’s international work, based on the organisation’s principles for quality and accountability; amongst others, it supports DRC operations in meeting external and internal standards, has overall responsibility for facilitating programme and policy development processes within DRC’s SPL Department, and provides programme-related technical advisory and support to DRC country and regional operations.

About the job

The Global CVA Advisor is primarily responsible for defining and implementing DRC global CVA strategy, as well as ensuring quality CVA programming across DRC operations. The Global CVA Advisor provides targeted strategic and technical support to DRC’s regional and country teams with respect to CVA programming across core sectors (i.e. Protection, Economic Recovery, Humanitarian Disarmament & Peacebuilding, Shelters & Settlements, Camp Coordination and Camp Management) and programme platforms (i.e. Responding to Emergencies, Solutions to Displacement, Addressing Root Causes), as part of an increasingly holistic and integrated approach. In addition, the Global CVA Advisor drives the process of enhancing CVA-related preparedness and capacity at regional and country levels.

Strategic directions and support

  • Define and implement DRC Global CVA Strategy
  • Assist country and regional operations to review and refine their strategic uses of and planning for CVA programming

Technical Support

  • In-country and remote technical support on preparedness, assessment, design, set-up, implementation, monitoring, and reporting of higher quality, more timely and more accountable CVA programming in support of IDPs, refugees and/or host communities. Specific areas of focus being: Market assessment and analysis, Modality Due Diligence (MDD) tool and guidance, MPCA for basic needs, CVA across sectors and platforms, CVA for Anticipatory Action
  • Maintain and ensure adequate uptake of Global CVA toolbox throughout the organisation

Organisational & Programmatic Preparedness

  • Support targeted investment in organisational and programmatic CVA preparedness
  • Support preparedness with respect to CVA delivery mechanisms and (digital) platforms, including via engagement with Supply Chain colleagues throughout DRC

Capacity, Resources & Learning

  • Capacity building: provide CVA training materials in line with global interagency and internal DRC materials
  • Resource curation: contribute to curating DRC’s CVA digital library
  • Learning: contribute to DRC’s internal learning process on CVA
  • Lead the development of a CVA Network or Community of Practice within DRC

In this position, you are expected to travel 30% to 50% of the time.

About you

To be successful in this role we expect you to have significant experience with international humanitarian and/or development organisations, and significant demonstrable experience working on CVA programming, preferably in the context of forced displacement.

All employees should master DRC's core competencies: Communicating, Taking the Lead, Collaborating, Striving for Excellence and Demonstrating Integrity.

Moreover, we expect the following:

Required

  • Master’s degree in development or humanitarian studies, economics, political science – or other relevant higher education
  • Demonstrated experience in providing high quality country facing and remote CVA programming technical and strategic advice and support to country programmes/operations, across the project/programme cycle
  • Demonstrable experience of leading a technical competency at global or regional level in complex institutional environments – and developing close working relationships remotely, and internally
  • Demonstrable experience of supporting CVA programming in volatile contexts
  • Excellent and updated knowledge of CVA programming, concepts, techniques, and methodologies
  • Strong understanding of CVA global policy debates, and recent trends and developments in CVA research, evidence, and programme innovation – including on new technologies and emerging private sector partners/actors
  • Strong knowledge of humanitarian market assessment and analysis, and ability to support development of market aware CVA programming
  • Strong knowledge of CVA operations, and the interface between Programme and Operations/Support teams and functions
  • Demonstrable capacity building skills – including specifically with the design and facilitation of trainings and workshops

Desirable

  • Previous experience of representing your organisation in global fora and networks is valuable
  • Good understanding of emergency and (early) recovery support interventions, and of integrated programming, and interfaces between CVA responses and Economic Recovery, Protection and other relevant sectoral programming
  • Good knowledge of monitoring and evaluation methodology and processes suitable to document the effects of CVA programming
  • Demonstrable problem-solving skills, as well as the ability to take a flexible, creative and innovative approach when needed
  • Demonstrable ability to work independently as part of a small team, and to form close working relationships with colleagues from a diverse range of backgrounds
  • Highly motivated and hard-working, with strong attention to detail
  • High degree of flexibility; specifically willingness to deploy at short notice, to insecure environments, and to operate in a physically demanding working environment

We offer

Contract length: The position is permanent.

Workplace: The position is located by default in DRC’s headquarters in Copenhagen. Other locations in countries where DRC is registered may be considered on an exceptional basis. Therefore, if you are interested in and qualified for this position, please indicate your preferred DRC duty station in your cover letter.

Start date: 1 April 2024

Salary and conditions for the position will be on DRC terms.
